The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office for Unmanned and Small Combatants (PEO USC), intends to award a sole-source contract to Boeing Company (Boeing) in St. Charles, MO using other than full and open competition pursuant to 10 U.S.C. 2304(c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The estimated period of performance of this contract action shall cover FY2020 through FY2025. This contract is for Quickstrike Extended Range (QS-ER) development and production requirements, which includes but is not limited to the production of ruggedized glide kits, load adapters, glide kit specific software upgrades to the programming equipment, flight certification support, test support, loading, unloading, assembly, procedures and training services, and associated engineering services. Boeing is the original equipment manufacturer and sole supplier of QS-ER glide kits developed under a previous contract to interface with Boeing’s proprietary Joint Direct Attack Munitions (JDAM) system. Therefore, it is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Governments requirements within the requisite schedule.
