The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Universal Consulting Services, Inc. for NAVSEA unique Standard Procurement System maintenance, transition, and decommissioning services. Services will include application maintenance, operational packages, security packages, recurring system metric reporting, procurement metric reporting, Financial Improvement and Audit Readiness (FIAR) support, Risk Management Framework (RMF) support, data migration to the Navy’s new contract writing system (Electronic Procurement System (ePS)), helpdesk support, Seaport support, and any necessary software troubleshooting support required to keep SPS operating through decommissioning. All responsible sources may submit a capability statement, proposal, or quote, which shall be considered by the Agency prior to issuance of any resulting solicitation.
