The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract to Lockheed Martin Rotary and Mission Systems (LM RMS), located in Moorestown, New Jersey for the refurbishment and upgrade of in-service AN/SPY-1D phased array antennas to the AN/SPY-1D Low Noise Amplifier (LNA) configuration. Pursuant to 10 U.S.C. 2304(c)(1), LM RMS is the only responsible source capable of satisfying the Navy’s refurbishment and upgrade of in-service AN/SPY-1D phased array antennas to the AN/SPY-1D LNA and related technical services within the required schedule. LM RMS is the current and only qualified source as the manufacturer, assembler, and test agent for AN/SPY-1D arrays capable of performing within the required schedule. LM RMS is the only existing source that has the specific production engineering background, extensive integration and test facilities, prior AN/SPY-1D production experience, and in-depth technical expertise to produce the equipment and services contained within the scope of the production contract and within the required schedule. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis, will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Sea Systems Command (NAVSEA) is conducting market research to identify potential sources that possess the capability to refurbish and upgrade in-service AN/SPY-1D antennas to the AN/SPY-1D Low Noise Amplifier (LNA) configuration. The requirements include the refurbishment; installation of the LNAs into the antenna; testing at a near-field test range for performance verification; and packaging and shipment to the shipyard beginning in FY23. The scope of work requires demonstrated direct experience with the production, assembly, test, overhaul, design, life-cycle engineering, maintenance and logistical support for the AN/SPY-1D or equivalent passive electronically scanned array configurations. Due to the nature of this requirement, prospective offerors must demonstrate the required level of technical expertise, a responsive and stable supplier base, as well as the ability to furnish the required non-recurring engineering, and special tooling and test equipment necessary to perform the engineering analysis and studies needed for corrective repairs, obsolescence analysis, troubleshooting, fault tracing and resolution. All potential sources with the capability to accomplish the requirements referenced in this notice are invited to submit written information sufficient to demonstrate the respondent’s ability to fulfill the requirements described in this notice.
