The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to issue a contract modification, under the competitively awarded contract N0002418C5216, to Northrop Grumman Systems Corporation, Mission Systems (Northrop Grumman) located in Charlottesville, Virginia. This procurement is for the Engineering Change Proposal (ECP) to include the software development associated with the radar interfaces related to U.S. Navy ECDIS. This contract modification will be awarded pursuant to 10 U.S.C. 2304(c)(1), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. Northrop Grumman currently serves as the design agent for U.S. Navy ECDIS software. As such, Northrop Grumman is the only source that possesses the unique technical expertise to provide the highly specialized services within the required schedule.
