The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the existing awarded contract N00024-20-C-5608, which modification will extend the period of performance through fiscal year (FY) 2027. The base contract was awarded to Management Services Group, Inc. doing business as Global Technical Systems (GTS) (421 South Birdneck Road, Virginia Beach, VA 23451) for the manufacture, assembly, and test of Network, Processing, and Storage (NPS) equipment, spares, and associated technical services, including logistics product development in support of the Program Executive Office Integrated Warfare Systems (PEO IWS) 1.0. NPS is the combined function of managing and manipulating data within a computer network, where data is processed on the network itself, rather than solely on individual devices, and is simultaneously stored on dedicated network storage devices, allowing for efficient data sharing and access across multiple users on the network; essentially, it is the practice of actively working with data while simultaneously storing it on a shared network platform. Period of performance of the original contract was 27 March 2020 to 30 March 2025. The proposed contract action is for supplies and technical services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirements. All expressions of interest received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. Any submission will not be reimbursed by the Government, and the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract, upon receipt of responses, is at the sole discretion of the Government. Note: This is a synopsis intended to provide potential offerors with a summary of the subject procurement. This notice is for information only, is subject to modification, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.
