This notice is released pursuant to FAR 15.201(e) Exchanges with Industry. Portsmouth Naval Shipyard is seeking to identify sources to accomplish a firm fixed price contract for proprietary, brand-name, commercial, off-the-shelf, Gartner Information Technologies (IT) Research and Advisory Subscriptions for Management Systems Support Division (MSSD), Portsmouth Naval Shipyard (PNS), Norfolk Naval Shipyard (NNSY), Puget Sound Naval Shipyard (PSNS), Pearl Harbor Naval Shipyard (PHNSY), Project Management Office - Information Technology (PMO-IT) Navy System Support Group (NSSG), Japan Ship Repair Facility (SRF), and Submarine Maintenance Engineering Planning and Procurement Activity (SUBMEPP). The brand-name Gartner subscriptions will be awarded as a firm fixed price delivery order against the Department of Defense (DoD) Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA). Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The required software services are available on the DoD Enterprise Software Initiative Blanket Purchase Agreement (ESI BPA) (there are 2 vendors on the DoD ESI BPA), a mandatory source in accordance with (IAW) Defense FAR Supplement 208.7402. Gartner is the only one of the two ESI BPA holders with the required security "Secret" clearance needed by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Quote (RFQ).
