Information related to the MK 9 TIS Replacement CWTI requirement was previously posted on 15 January 2020 under the pre-solicitation notice: MK 73 Mod 3 Transmitter Replacement, solicitation number N00024-19-R-5414. Please refer to this solicitation notice (N0002419R5414) and all subsequent updates/posts for the most current documents and information. All questions shall be submitted in accordance with the instructions found under Section L of this solicitation. There will be classified attachments for the solicitation phase. Technical documents and other Government Furnished Information (GFI) will be provided by e-mail. IMPORTANT: In order to receive GFI and be considered for contract award, each company must have a SECRET facility clearance before receipt of GFI. Therefore, prime contractors interested in bidding under any subsequent solicitation must be able to receive classified documents up to the SECRET level and must be a United States (U.S.) company or an independent U.S. subsidiary. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations (ITAR) and requires the issuance of an export license by the U.S. Department of State. Contractors interested in receiving these documents shall complete Attachment 1, DD Form 254 (Contract Security Classification Specification), Attachment L-4 (Unclassified Terms of Use Agreement), Attachment L-5 (Classified Terms of Use Agreement), and Attachment L-6 (Classified Material Request Form) attached to this solicitation notice. In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. Upon receipt, the Contracting Officer will be able to provide the requested documents. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. Naval Sea Systems Command (NAVSEA) intends to post a solicitation for the production of the MK 73 Mod 3 transmitter replacement units, engineering services, qualification, integration, installation of the units into the MK 9 TIS and spares procurement. NAVSEA intends to award via full and open competition. Options will be available for additional production units. The Department of the Navy envisions the MK 73 Mod 3 transmitter replacement for use with the MK 57 NATO SEASPARROW Surface Missile Systems (NSSMS) as installed onboard aircraft carriers and amphibious assault ships. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis.
