The Naval Sea Systems Command (NAVSEA) intends to modify the terms of two previously issued basic ordering agreements (BOAs) that provide for VIRGINIA (SSN 774) and SEAWOLF (SSN 21) submarine parts and material in support of operational, maintenance, and/or repair requirements. Specifically, the proposed contract actions will increase the maximum value of orders issued under the BOAs to $550,000,000 for N00024-21-G-4305 with Huntington Ingalls Incorporated-Newport News Shipbuilding (NNS) of Newport News, Virginia, and $900,000,000 for N00024-22-G-4304 with General Dynamics Electric Boat (GDEB) of Groton, Connecticut. The ordering period of both BOAs will remain the same, ending on September 30, 2026 for N00024-21-G-4305 and October 30, 2026 for N00024-22-G-4304. The proposed contract actions described in this notice will be executed on a sole-source basis pursuant to the authority of 10 U.S.C. 3204(a)(1), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. The proposed increase to the ceiling values of these BOAs will provide for delivery of material to support multiple upcoming submarine maintenance availabilities. As the only qualified prime contractors for construction of U.S Navy nuclear submarines, NNS and GDEB are the only known sources capable of delivering these requirements without unacceptable delays in fulfilling the Navy’s requirements.
