The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-26-R-4405 for the execution of the USS ST LOUIS (LCS 19) and USS DONALD COOK (DDG 75), planned for fiscal year 2027 (FY27) Docking Selected Restricted Availabilities (DSRA) on a Coast-Wide (East Coast) basis. Upon a contractor’s completion of these Chief of Naval Operations (CNO) Availabilities, each ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. USS ST LOUIS (LCS 19) FY27 DSRA will be approximately 10 months, beginning in December 2026 and completing in October 2027. USS DONALD COOK (DDG 75) FY27 DSRA will be approximately 17 months, beginning in January 2027 and completing in June 2028. If the Navy issues a solicitation for these CNO Availabilities, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contracts, like all other CNO-scheduled depot Availabilities, are supply contracts. The supply that would be procured for each contract is a repaired, mission-ready ship, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish these CNO Availabilities. These CNO Availabilities are expected to require a highly capable contractor with substantial facilities, including dry dock pier and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for "short term" availabilities to the homeport, provided there is adequate competition. Per Navy policy, when adequate competition does not exist within the homeport, the solicitation area to be considered will be concentrically expanded outward from Naval Station Mayport, Jacksonville, FL until expressions of interest from two or more qualified offerors, as determined by the Procuring Contracting Officer, are received. If no expressions of interest are received within the expanded concentric circles, the Navy intends to issue a coastwide solicitation. The Navy will issue the solicitation electronically on https://piee.eb.mil and www.SAM.gov and interested parties must comply with that solicitation. Interested offerors are hereby encouraged to monitor https://piee.eb.mil and www.SAM.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the Solicitation Module in PIEE and System for Award Management (SAM) to be eligible for award. This synopsis is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. All responsible sources may submit a proposal, which shall be considered by the agency. The Government anticipates release of an RFP on or around 30 January 2026. The Government anticipates award of two (2) Firm-Fixed-Price contracts in June 2026, to complete the Chief of Naval Operations (CNO)-scheduled depot availabilities planned for FY27.
