The contractor would manage secure custody, maintenance, and disposal of decommissioned conventionally powered Navy vessels, including preservation, inactivation/activation cycles, dehumidification/cathodic protection, and preparation for final disposition via foreign military sales, SINKEX, reefing, or dismantling. Requirements include a SECRET facility clearance, a multi-disciplinary workforce with licensed heavy equipment operators compliant with NAVFAC P-306/P-307, hazardous material remediation, 24/7 security, and Marine Chemist-certified gas-free engineering. The scope also includes a rapid-response material reclamation program that may require sourcing and leasing a minimum 75,000-square-foot climate-controlled warehouse within 100 miles of the relevant shipyard.
