The Naval Sea Systems Command (NAVSEA) intends to conduct other than full and open competition to place an order under Basic Ordering Agreement (BOA) N00024-22-G-5311 to Raytheon Missiles and Defense located in Marlborough, Massachusetts. The awarded order will satisfy United States Navy (USN) and Foreign Military Sales (FMS) AEGIS Modernization requirements. These requirements include equipment changes for the AEGIS Fire Control System (FCS) MK99, Technical Engineering Services in support for Ballistic Missile Defense Agency (BMD), and FMS Japan Shipbuilding efforts. The order will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. Raytheon IDS is the only qualified source that possesses the in-depth technical expertise, knowledge, resources, and understanding of the MK99 FCS and AN/SPY-1 radar systems necessary to satisfy the Government’s requirements within the scope of the BOA and the required schedule.
