Response date of this sources sought announcement remains unchanged. 1. Question: What are the anticipated dates for the USS Bougainville FOA? Response: The anticipated dates as authorized in PB26 are April – September 2027 for FOA and April – August 2028 for PSA. 2. Question: Is it anticipated that the FOA will be longer and larger than the PSA as described in Attachment 1? Response: Yes, FOA will be roughly one month longer than PSA. 3. Question: The USS Bougainville FOA/PSA Sources Sought Attachment 1 states the following in paragraph 2 about the location of the availabilities: “The FOA onboard LHA 8 will take place at the respective ship’s homeport of Norfolk, VA at either the Naval Station or the awarded contractor’s facility. The PSA onboard LHA 8 will take place at the respective ship’s homeport of Norfolk, VA at either the Naval Station or the awarded contractor’s facility.” Will the location of these availabilities (Naval Station or contractor facility) be determined by the Government or the contractor? Response: The location will be determined by the Government. -------------------------------------------------------------------------------------------------------------- This is a sources sought announcement in accordance with FAR 10.001 and DFARS 210.001 and in anticipation of a potential future procurement. The Naval Sea System Command (NAVSEA) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) for LHA 8 (USS BOUGAINVILLE) at the homeport of Norfolk, VA. The result of this market research will contribute to determining the method of procurement and small business capability and interest. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 Ship Building and Repairing. The anticipated RFP release date for this requirement is between Q4 FY 2025 and Q1 FY 2026 (subject to change without notice). This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. What to Submit: If your organization has the potential capacity to perform the above described efforts, further detailed in Attachment 1, please provide the following information: 1. Name, CAGE, and Unique Entity Identifier from SAM.gov of the company that intends to submit the proposal; 2. Indicate whether the company is a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,300 or less employees)? 3. Indicate an interest in submitting a proposal; and 4. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical and industrial capability, organizations should address the administrative and management structure of such arrangements. Evaluation: The Government will evaluate market information to ascertain potential market capacity to: 1. Provide efforts consistent in scope and scale with those described in this notice and otherwise anticipated 2. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3. Implement a successful project management plan that includes: compliance with expedited program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation.
