Pre-Solicitation Synopsis This is a pre-solicitation synopsis for Concept Refinement studies under Firm Fixed Price (FFP) contract(s) for design development and production planning for the Next Generation Logistics Ship (NGLS) program. Objectives of this effort include identifying cost effective design solutions, leveraging commercial practices and standards to the maximum extent practical to inform and validate requirements, and maximize affordability and producibility. The Next Generation Logistics Ship (NGLS) Program is a new class of ships intended to augment the current Combat Logistics Force ships. The NGLS will enable refueling, rearming, and resupply of Naval and USMC assets and be capable of operating in contested and non-contested environments. The NGLS is envisioned to be smaller than existing ships in the Combat Logistics Force, operate in global maritime domains, and sustain afloat and ashore Navy and USMC requirements. NGLS is currently conceived to be a single ship type providing Refuel, Resupply, and Rearm capabilities. The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive Request for Proposal (RFP) under North American Industry Classification System (NAICS) code 336611 during the 4th quarter of FY25 in accordance with FAR Part 15 – Contracting by Negotiation. Additional Information: This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that all Industry responses and questions received for this Synopsis will be treated as public information and may be released on beta.SAM.gov. The Government will consider all comments received on this pre-solicitation synopsis. The Government does not commit to providing a response to any comment or question. INTRODUCTION This Request for Information (RFI)/Sources Sought Notice is being issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Auxiliary and Special Mission Shipbuilding Program Office (PMS325), for the Next Generation Logistics Ship (NGLS) Program. PMS 325 is conducting market research to identify responsible sources with the capability to design, develop, and deliver NGLS and that are interested in an upcoming Concept Refinement contract. The NGLS is intended to perform Refuel, Resupply, and Rearm missions and be capable of operating in contested and non-contested environments. This notice seeks to understand industry capabilities, interest, and to inform future acquisition strategies, ensuring that the NGLS program delivers to operational requirements and integrates seamlessly into the existing and future naval logistics infrastructure. This market research is being performed in accordance with FAR Part 10, and is an attempt by the Navy to procure commercial products and commercial services to the maximum extent practicable. The Navy intends to use the results of this market research to determine the below in the stated order of priority. Accordingly, industry respondents are requested to identify how their potential solution aligns thereto. A commercial product or commercial service on an existing governmentwide contract can meet the agency's requirements; The requirements could be modified so the agency could use an existing governmentwide contract; commercial product or commercial service is available from another source; A commercial product or commercial service could be modified to meet the agency's requirements; or The requirement can only be satisfied by a nondevelopmental item. If a commercial product or service that meets the above ordered categories is not available, a description is requested of how the identified non-commercial solution is the only known means of fulfilling the requirement. This RFI/Sources Sought Notice is for planning purposes only. INSTRUCTIONS TO INTERESTED PARTIES Please respond to the entirety of the enclosed Market Research questionnaire items. If responses have been previously provided to NAVSEA via earlier market research engagements, and no changes or updates have occurred since submission, please identify that the information previously provided (with reference) still stands. Responses should use the Market Research Questionnaire format (Enclosure 1). Respondents shall indicate the extent to which incorporation of their feedback will influence their ability and/or interest in pursuing this opportunity. All respondents, including small businesses, interested in this acquisition MUST complete the questionnaire to enable the requisite Government assessment of interest and responsibility for the requirement. Please note that failure to respond to this RFI may affect the Government’s sourcing or small business set aside decision.
