The Naval Sea Systems Command (NAVSEA) is issuing Solicitation N00024-24-R-6102 on behalf of the Program Executive Office (PEO) Undersea Warfare Systems (UWS), Towed Systems Program Office (PMS 4011) for Towed Body 29C (TB-29C) array systems. Interested offerors must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government. Information regarding this requirement was previously synopsized on 27 Feb 2024 on SAM.gov. The Government intends to award a single contract without discussions, as permitted by FAR 52.215-1, but reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. Amendment 0001: This solicitation has been amended to extend the solicitation close date to 24 October, as identified in the opportunity. Amendment 0002: This solicitation has been amended to revise Section B CLIN descriptions only, as identified in the opportunity in the PIEE solicitation module. The information contained herein is subject to modification and in no way binds the Government to award a contract. The Naval Sea Systems Command intends to issue a full and open competitive solicitation for a Fixed Price Incentive Fee (FPIF) contract to procure the production, integration, and testing for up to seventy (70) Towed Body 29C (TB-29C) array systems, at a rate of up to fourteen (14) systems per year. The solicitation will also contain CPFF contract type for Engineering Services, FFP for Provisioned Items Orders, and Cost Reimbursable for other direct costs. The resultant contract will include one (1) base year and four (4) option periods, from FY24 through FY28. A Request for Proposal (RFP) is anticipated to be released in March 2024. In response to the RFP, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A sources sought notice was issued related to this synopsis on SAM.gov on November 14, 2022 for TB-29C Production, Integration, Testing, N00024-24-6105. It is recommended that interested parties should get familiar with the solicitation application of Procurement Integrated Enterprise Environment (PIEE). If a solicitation is issued it will be done electronically via the System for Award Management (SAM) website (https://sam.gov) and interested parties must comply with that announcement.
