This synopsis is issued in accordance with FAR 5.203(a). It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from this announcement. The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal (RFP) and award of a firm-fixed-price (FFP) contract to BAE Systems San Diego Ship Repair (BAE) under solicitation N00024-24-R-4423 for the execution of the USS HALSEY (DDG 97) FY24 and FY28 Depot Modernization Period (DMP) availabilities. A synopsis of solicitation N00024-24-R-4423 was previously published as competitive procurement. Upon BAE’s completion of both Chief of Naval Operations (CNO) Availabilities, the ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. NAVSEA intends to award the FY24 DMP using Other Than Full and Open Competition under the authority 10 U.S.C. 3204(a)(3), Industrial mobilization; engineering, developmental, or research capability; or expert services. In accordance with FAR 6.302-3(a)(2)(i), full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. NAVSEA intends to award the FY28 DMP using Other Than Full and Open Competition under authority 10 U.S.C. 3204(a)(1), only one responsible source. FY24 USS HALSEY (DDG 97) DMP is scheduled to begin in September 2024 and complete approximately twenty-six months later (26) months later in November 2026. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. FY28 USS HALSEY (DDG 97) DMP is tentatively scheduled to begin in September 2028 and complete approximately twenty-six months later (26) months later in November 2030. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability.
