The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal (RFP) and award of a firm-fixed-price (FFP) contract to Vigor Marine, LLC (Vigor) under solicitation N00024-24-R-4402 for the execution of the USS KIDD (DDG 100) FY25 Depot Modernization Period (DMP). The Navy also intends to award separate firm-fixed-price contracts to Vigor Marine, LLC (Vigor) for the execution of the USS GRIDLEY (DDG 101) FY26 DMP, and the USS SAMPSON (DDG 102) FY27 DMP availabilities. Upon Vigor’s completion of the three Chief of Naval Operations (CNO) Availabilities, the ships shall be capable of carrying out their respective missions with a reasonable expectation of maintaining a satisfactory condition of readiness until their next CNO-scheduled depot Availability. NAVSEA intends to award the FY25, FY26, and FY27 DMPs using Other Than Full and Open Competition under the authority 10 U.S.C. 3204(a)(3), Industrial mobilization; engineering, developmental, or research capability; or expert services. In accordance with FAR 6.302-3(a)(2)(i), full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. The FY25 USS KIDD (DDG 100) DMP is scheduled to begin in January of 2025 and complete approximately twenty-six months later (26) months later in February 2027. The FY26 USS GRIDLEY (DDG 101) DMP is scheduled to begin in March of 2026 and complete approximately twenty-six months later (26) months later in April 2028. The FY27 USS GRIDLEY (DDG 102) DMP is scheduled to begin in February of 2027 and complete approximately twenty-six months later (26) months later in March 2029. The anticipated scope of the procurements include all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability.
