This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This RFI is for informational planning purposes and it is not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. No specific information is required in response to this RFI; however, interested parties may respond and indicate interest as desired. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing an RFI on behalf of the USN & FMS Boats & Craft Program Office (PMS 300), searching for potential qualified sources to provide, installation, refurbishment, upgrade, and engineering design support for waterfront security barriers systems at various naval activities worldwide. The Contractor shall provide all personnel, management, tools, materials, supervision, general and specialized equipment, clothing and other items and services necessary to perform the work. The intent of the requirement includes but not limited to: - Passive Waterfront Barriers - Active Waterfront Barriers - Port Security Barriers - Mooring Systems - Miscellaneous waterfront security systems The majority of tasks under this requirement are sensitive to National Security. All contractor personnel must US citizens in good standing. All personnel must be able to obtain a favorable suitability determination based on a National Agency Check w/ Local Agency Checks and Credit Checks (NACLC). All contractor employees and sub-contractors working on project sites are required to be US citizens in good standing with clean records. Many locations require all employees working on-site to pass a background investigation (e.g., check of National Law Enforcement databases, interviews, etc.) before being granted site access. The overall objective of this RFI is to provide industry and interested parties with information that will assist in the understanding of current technical requirements. No specific information is required in response to this RFI; however, interested parties may respond and indicate interest as desired. Under this contract, the contractor shall provide project execution, logistic support and project management services to PMS 300. The emphasis of the required support will be for logistical support, fabrication, installation, inspection, refurbishment, development, and field supervision/operation of waterfront barriers, associated moorings, WSB, and related marine facilities worldwide. This support may be required in the form of a very limited effort for small logistics requirements at a particular site or for complete contractor-provided project management, acquisition and installation services. The support will be provided primarily to the waterfront security barrier, moorings and WSB product lines. Typical project execution support could include fabrication, installation, sustainment, and refurbishment of waterfront security barriers, associated moorings, and underwater security and response systems both surface and sub-surface. Typical logistics support requirements could include fabrication of mooring or barrier components. Engineering and design support of WSB development and installation will be required as well as prototyping and testing of improved system and ancillary components. Acquisition, installation, and evaluation of Commercial off the Shelf (COTS) products may be required.
