The Naval Sea Systems Command intends to issue Request for Proposal on a sole source basis to Huntington Ingalls Incorporated (Ingalls Shipbuilding), 1000 Access Road, Pascagoula, MS 39568. Under this contract, the Contractor shall provide Post Delivery and Engineering Support (PD&ES) project execution, products, subcontract management and services to the LHA(R) Program Office. The emphasis of the required support will be for products and services related to IPDA Execution, Post Delivery Planning, Engineering and Support, related Data Requirements, PD&ES Core Services, Engineering Services (Special Studies), Kitting Material, and LHA(R) Class Material (including COSAL material and Shore Based Spares). As the designer, builder, and life cycle engineering and support provider of the entire SAN ANTONIO Class Flight I and the lead Flight II ship, Ingalls Shipbuilding is the only source with the requisite knowledge and experience required. The anticipated solicitation will include cost-plus-fixed-fee contract line items for procurement of services for one (1) 12-month base year, and four (4) 12-month options years. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via sam.gov and interested parties must comply with that announcement. However, all responsible sources may submit a capability statement, proposal, or quotation within fifteen days after date of publication of this synopsis, which shall be considered by the Government. The Government will not reimburse respondents for any questions submitted or information provided because of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

SUBJECT: The Navy is interested in obtaining market information pertinent to post-delivery planning, material procurement, and support services for the Industrial Post Delivery Availability (IPDA), Post-Delivery Availability (PDA), Fitting-Out Availability (FOA), Post-Shakedown Availability (PSA) and emergent work, as well as the accomplishment of IPDA, PDA and emergent work on LHA 8AF. Period of Performance – The performance may commence upon date of contract award utilizing appropriated Fiscal Year (FY) Shipbuilding and Conversion, Navy (SCN), with a base of one year followed by four option years. Work Location Requirements – The majority of the work will be performed at the Contractor’s facility. Scope – Attachment (1) DRAFT Statement of Work (SOW) Capability Statements: Not to exceed five (5) double spaced, single-sided pages in length, demonstrating the Contractor’s ability to fulfill this requirement. Capability Statements must address, at a minimum the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. Name of Company and address Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB) Points of contact, including: Name, title, phone, and e-mail address CAGE Code and DUNS Number A complete description of the Contractor’s capabilities (including technical, program management, prototyping, etc.) related experience, facilities, techniques, or unique combination of factors that would directly relate to the Government’s objectives as stated in the attached draft SOW. Section 2. Past/Current Performance. Suggested language: Provide one (1) example of prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the draft SOW. Section 3. Technical Response. Provide a detailed technical response that addresses the tasks identified in the draft SOW. Information should include: Contractor’s Facility Security Clearance. The contractor’s ability to manage, as a Prime contractor, the types and magnitude of all tasking in the SOW. Contractors technical ability, or potential approach to achieving technical ability, to perform at least 51% of the cost of the contract with its’ own employees in accordance with FAR 52.219-14. The contractor’s capacity, or potential approach to achieving capacity, to execute the requirements of the SOW. This response should include a discussion of resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the locations specified. Contractor’s ability to begin performance upon contract award. A statement that the contractor either has or does not have an approved accounting system, as required in Federal Acquisition Regulation (FAR) 16.301-3(a)(3) for cost-reimbursement contracts.
