The Naval Sea Systems Command (NAVSEA) intends to utilize other than full-and-open competition to award a delivery order under existing Basic Ordering Agreement (BOA) N0002423G5317 with BAE Systems Land and Armaments L.P. (BAE) (Minneapolis, MN) to negotiate FY25 plus four (4) option years for level of effort (LOE) Cost-Plus-Fixed-Fee SLINs for engineering services, support material, open, inspect, and repair support (OI&R), and engineering logistics services. Also, Cost SLINs to support travel and other direct costs (ODCs). The MK 110 GM is a multi-purpose, medium caliber gun with a range of nine miles and a maximum firing rate of 220 rounds per minute. The gun mount includes a 120 round automatic loader drum. The gun is normally operated by remote control from the fire control system (FCS) by one operator but can be controlled locally in the gun mount. Award of the of this effort for the 57mm MK 110 Mod 0 Gun Mount will be issued pursuant to 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. BAE is the only known source possessing the requisite knowledge and ability to satisfy the Government’s MK 110 GM production and support requirement within the required schedule. This notice is not a request for proposals. However, interested parties may submit a capability statement demonstrating their ability to fulfill the requirement. All expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. The Government will not reimburse any costs incurred to submit a response to this synopsis; any costs associated with responding to this synopsis are solely at the expense of the source submitting the information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice, is solely within the discretion of the Government.
