An additional amendment is forthcoming that addresses submitted questions and will also include a Q&A; however, those are not included in this initial amendment. The purpose of this posting is to release the official solicitation N00024-23-R-5508 for FY24-28 AN/SPQ-9B Design Agent/Technical Engineering Support. NAVSEA intends to award one Cost Plus Fixed Fee (CPFF) contract resulting from this solicitation, with a base year and four one-year options. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. SYNOPSIS In accordance with FAR 15.201 and in anticipation of a potential future procurement program, this sources sought notice is being issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 2.0 Above Water Sensors & Lasers Directorate. The Government is conducting market research to determine industry interest and capability in regards to design agent and technical engineering services requirements for the AN/SPQ-9B program. The Government is especially interested in large and small businesses with the capability and interest to be the primary contractor. Describe how you would approach (i.e., partnerships, in house, subcontracting, vendors) and manage updates to the AN/SPQ-9B Radar baseline and Technical Data Package; similar efforts under other ongoing contracts; and available personnel capacity. Describe how you would approach qualification testing of new software and hardware designs; to include system qualification for environmental, electromagnetic interference, shock, and vibration requirements. Identify the critical corporate capabilities and certifications that would aid the design and delivery of updates to the AN/SPQ-9B system. Examples of capabilities and certifications include knowledge of information assurance and anti-tamper requirements, quality processes, Failure Analysis and Corrective Actions, and International Standards Organizations Certifications. Describe your management approach to ensure the design is procurable throughout the life cycle. Address approaches for qualifying replacement components, improving life cycle supportability, minimizing commercial-off-the-shelf (COTS) obsolescence issues and maximizing interchangeability with current and future system configurations. Identify experience with engineering services type contracts. Address any issues, lessons learned and recommendations from those experiences. Identify any issues or concerns associated with the technical data provided. Identify experiences and address issues, lessons learned, and recommendations related to delivery of prototype hardware to support hardware/software integration by either the Navy or other contractors. Identify any concerns with the current system specifications and associated documentation as written. Address any requirements that are cost prohibitive or present a high risk based on obsolescence and/or poor reliability. Recommend actions to address the concerns by providing alternative requirements or approaches. Provide the expected place(s)/address(es) where the requirement(s) would be performed. Identify if your company has the capability to be a prime contractor or if it is only interested in subcontracting opportunities. The company shall have significant expertise in radar engineering, radar design, testing, data collection, data analysis, software design, and hardware design. The performer is required to have personnel with substantial experience performing on a program or project of a similar development for a United States Department of Defense Component. Specific enterprise required includes: Program Management Systems Engineering Software Engineering Hardware Engineering Radio Frequency (RF) Subject Matter Experts (SME's) with Engineering backgrounds Signal Processing SME's with Engineering backgrounds The performer must have a facility capable of handling and storing classified (up to Secret) hardware, documentation, and test software. Upon request, the Government may provide environmental test facilities for initial environmental qualification testing and subsequent testing as required. B. Background The current United States Navy capability, known as the AN/SPQ-9B system, is an X-brand, pulse-doppler radar system consisting of six main units: Antenna / Pedestal Processor Radar Set controller Transmitter Motor Generator Receiver / Exciter The AN/SPQ-9B radar system provides the following capabilities for the Navy: Detect and track low-flying, high-speed, small Radar Cross Section (RCS) anti-ship missile targets in heavy clutter environments Conduct surveillance, tracking, and engagement of surface targets Perform periscope detection and discrimination The current AN/SPQ-9B capability is an integrated system with interfaces to ship combat system via the Cooperative Engagement Capability (CEC), AEGIS/LAN Interconnect System, MK160 Gun Weapons System (GWS) and Aegis Weapon System (AWS). The current AN/SPQ-9B capability has been fielded over 40 United States Navy ships, United States Coast Guard ships, and a small number of foreign navy vessels. C. Technical Data Please contact the Contracting Officer for the draft Statement of Work (SOW). The technical data will be distributed per eligible sources sought respondent via NSERC.
