The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a follow on contract to Raytheon Missile & Defense in St. Petersburg, Florida for engineering support for the Fiscal Year (FY) 2024 – FY2029 Cooperative Engagement Capability (CEC) Design Agent/Engineering Support (DA/ES) requirements. This contract shall provide for comprehensive system-level CEC maturation and system integration activities required to deliver the fully integrated CEC system for testing, certification, and fielding, including the integration of future CEC Increment 2 functionality designed / developed competitively via planned Other Transaction Authority (OTA) solicitations. This contract action will support the following level of effort (LOE) CEC requirements: Continued development, advanced studies and system enhancements/technical refreshes to existing fielded systems in support of the CEC program including Cybersecurity Risk Management Framework (RMF), CEC Enhanced Training (CET) and CEC Interim Training (CIT), Signal Data Processor Upgrades, Virtual Development Environment (VDE), Virtual Warfare Center Modeling & Simulation, Combined Integrated Air and Missile Defense and Anti-Submarine Warfare Training (CIAT) Support, Naval Integrated Fire Control (NIFC) support, CEC Software baseline development in support of E-2D Advanced Hawkeye Aircraft, Ship Self Defense System, AEGIS, and DDG-1000 Zumwalt Class Continued development of the CEC Block II Capability including Communications and Interoperability for Integrated Fires (CIIF) Communications-as-a-Service (CaaS) support Continued development, advanced studies, and system enhancements/technical refreshes to existing fielded systems Continued CEC Foreign Military Sales (FMS) software development efforts Continued development, advanced studies, and system enhancements to CEC in support of the Missile Defense Agency (MDA) Integrated Air and Missile Defense Technical Authority (IAMD TA) Joint Tactical Integrated Fire Control (JTIFC) system architecture Development and maintenance of the CEC system, including in-service maintenance and development, integration, test, and delivery of maintenance builds The contemplated contract is anticipated to cover a period of five years (one-year base period and four one-year options). This pre-solicitation synopsis notice covers requirements that NAVSEA intends to procure on a sole-source basis with Raytheon Missile & Defense. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Area Air Defense capabilities of Naval Carrier Strike Groups and Expeditionary Strike Groups by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall Situational Awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is a Request for Information (RFI) as defined in FAR 15.201(e). The Naval Sea Systems Command (NAVSEA), on behalf of the Command and Control Program Executive Office directorate (PEO IWS 6.0), is conducting market research to seek industry inputs and interest as well as identify potential sources that possess the capability to accomplish potential future requirements in support of the Cooperative Engagement Capability (CEC) program. The information obtained in response to this RFI is intended to increase our understanding of industry interest and capability for CEC and inform acquisition decisions related to the CEC program. SECTION 1: ABOUT CEC The CEC program provides a composite track management and sensor netting capability in support of Integrated Fire Control that significantly improves strike force air and missile defense capabilities by combining measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves Naval Carrier Strike Groups and Expeditionary Strike Groups Area Air Defense capabilities. In FY 2019, CEC Increment 2 requirements were established to evolve the current system to outpace new and more stressing security threats and to ensure the producibility of all current system components. The CEC Increment 2 capability requirement additions include significantly increased network size, inclusion of netted Electronic Warfare (EW) and composite surface tracks as part of the CEC composite track picture composite ID enhancements, position, navigation and timing improvements, tracking and filtering expansions, tactical battle management aid development, integration with non-traditional CEC data sources, interoperability with non-CEC communications, hardware infrastructure modernization, and all required Key Performance Parameters (KPP’s) and Key System Attributes (KSA’s) for the system. CEC is a sensor netting system that significantly improves battle force Anti-Air Warfare capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. This in turn provides improved Battle Force Air and Missile Defense by coordinating all ship/air sensor data into a single, real-time, composite track picture supporting integrated fire control. The CEC system is installed aboard US and allied ships (via the Foreign Military Sales (FMS) program) to include cruisers, destroyers, amphibious warfare ships, and aircraft carriers. SECTION 2: SCOPE The potential future requirements in this notice consist of Design Agent, System Integration and Engineering Support for the Cooperative Engagement Capability (CEC) System from FY 2024 through FY 2029. NAVSEA anticipates that a majority of the work contemplated under this notice will be performed at the contractor's site. The applicable NAICS code for this notice is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The prospective source would perform engineering support that will include design, develop, integrate, test, and maintain system capabilities for all baselines applicable to the CEC System to support the evolution and maintenance of the CEC System and Single Source Library. The prospective source would combine hardware and software components provided by the government or other external sources and complete additional design, development, integration, test, and system maintenance capabilities as required for all baselines applicable to the CEC System to support the evolution and maintenance of the CEC System and Single Source Library. The prospective source would deliver source code, objects, scripts, and executables required to build, install, load, operate, maintain and update the application, as well as provide Integrated Logistics Support (ILS) source material and applicable documentation for the capability. The prospective source would provide updated product structure documentation. The CEC system is defined by a Government owned Technical Data Package (TDP). The prospective source would furnish all efforts and resources necessary (including but not limited to labor, materials, travel, and facilities) to accomplish the requirements described in this SOW. The prospective source would provide the development environment infrastructure that supports the complete CEC System development, verification, and support. The prospective source would maintain the CEC hardware and Software Development Environment (SDE) and testing infrastructure and provide requisite facility and security infrastructure to support existing CEC baselines. When available, the prospective source would migrate to a Government-furnished virtual cloud-based ecosystem to enable implementation of agile software development, test, Fleet deployment, and feedback using DEVSECOPS tools and principles. The prospective source would support the efforts to include Program Management, Systems Engineering, Software Development, System Tech Refresh and Obsolescence Update Support, Test and Analysis, Quality Assurance (QA), Configuration Management (CM), ILS, Reliability and Maintainability (R&M), System Safety, System Security, and Cost Estimation. Technical details of CEC capabilities implemented across multiple CEC versions or a system of similar scope and complexity, to be able to enhance them to support new requirements. Sustainment and support of the CEC system or a system of similar scope and complexity, to include sustaining engineering, product support management, operational support materials; including technical manuals and training materials, response to and investigation of critical operational system casualties. Familiarization with the CEC development or a system of similar scope and complexity, and the associated test environment per the following: Understanding of the unique lab and land-based testing environments and how CEC software or a software effort of similar scope and complexity, is tested and qualified for delivery to the Government. Experience with system of systems testing at live fire test ranges. 3.3.2: Perform engineering support Provide an overview of your company’s ability to perform engineering support for the CEC program to include the following: Development and sustainment of Model Based Systems Engineering tools and associated requirement analysis, validation, and verification. Integration, testing and maintenance of CEC legacy hardware and software with specific combat systems and sensors that utilize specialized interfaces and custom hardware and software solutions. Development, integration, and testing of new CEC system hardware and software capabilities and features. Maintenance of CEC system hardware and software to include correction of deficiencies and/or software trouble reports; system technical refreshes and obsolescence updates; implementation of system readiness and reliability/maintainability improvements; and implementation of Information Assurance/Cybersecurity vulnerability corrections and improvements. Development and maintenance of a Single Source software library that is utilized to source all versions of CEC shipboard, airborne, and land based software that are configured as required to support multiple host combat system and sensor architectures. Existing indoor/outdoor antenna test facilities for measuring network performance in controlled environments Support CEC Developmental and Operational Test requirements on board actual Fleet assets. Software development environment utilizing DevSecOps and Agile principles Facility and security infrastructure to include network connectivity up to the Collateral Secret level to land-based test sites and other government facilities 3.3.3: Schedule Provide an overview of your company’s ability to successfully deliver and maintain the CEC system for critical testing and operational milestones per the following: Integrate, test (at multiple locations) and deliver a minimum of one new CEC capability package annually, introducing new and critical warfighting functionality into the system. Develop, integrate, test and deliver on an annual basis CEC software maintenance builds that implement corrections to software trouble reports and address Information Assurance/Cybersecurity vulnerabilities. 3.3.4: Barrier to Competition Identify any obstacles to competition in the areas of engineering processes, production facilities, test facilities, or scope of work that would hinder or restrict your company's involvement in a future competitive procurement.
