The Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Proposal (RFP) for production, engineering and other support for the Electronic Warfare Training Systems and Support (EWTSS). Related Notice N00024-23-R-5108 was previously posted on the SAM.gov website. This procurement is being solicited as a TOTAL SMALL BUSINESS SET-ASIDE. The RFP and associated attachments in this announcement supersede all previous documents made available to the public. The Government intends to award this procurement as a Total Small Business Set Aside. The Naval Sea Systems Command (NAVSEA) intends to post a competitive solicitation to continue the US Navy’s enhancements, integration, test and fielding of the BEWT II systems to support training of the legacy SLQ-32 Electronic Warfare (EW) Operators; continue enhancement development, integration and test to the Surface Electronic Warfare Team Trainer (SEWTT) in supporting training of the SLQ-32(V)6/7 EW Operators; continue enhancements, integration and test of the EW Console Simulator in support of the Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT); provide engineering expertise to the US Navy as required to advance combat system training, and provide updates, repair, technical and engineering support services as required to the US Navy. For Fiscal Year (FY) 2024 through FY 2028. This procurement will be a 100% small business set aside. The US Navy has a requirement to conduct high fidelity Combat System Element (CSE) training units training, in various environments, encompassing individual watch-station training, within the lifelines unit-level training, integrated warfare commander training, strike group training and coalition/joint training. The primary combat system trainer in the US Navy is the BFTT system. This procurement will acquire the production units to support these training requirements. These ITS BFTT/ATD production units will be installed on naval vessels, at selected shore sites, with potential sales to Foreign Military. Contractor support will include systems engineering, hardware procurement, software installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites. NAVSEA intends to award Firm Fixed Price (FFP) CLINs for a BEWT II First Article Unit production and storage/warehouse; FFP CLINs with stepladder pricing for BEWT II production units; CPFF for Level of Effort labor rate engineering and technical support; and Cost Only Travel and ODCs. The solicitation will be issued electronically via System for Award Management at http://www.SAM.gov. Hard copies of the solicitation will not be provided or mailed. This is a source sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program. The Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability to develop and deliver Electronic Warfare (EW) training capability in support of the United States Navy (USN) Total Ships Training Capability (TSTC). The USN has a requirement to conduct high fidelity Combat System Element (CSE) unit training, in various environments, encompassing individual watch-station training, within the lifelines unit-level training, integrated warfare commander training, strike group training and coalition/joint training. TSTC systems are the primary combat system trainer in the USN. NAVSEA is especially interested in determining small business capability and interest. The anticipated contract type will be firm-fixed price, cost plus fixed fee, and cost only. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to the Contracting Officer, Kelli Bryan, kelli.m.bryan2.civ@us.navy.mil. The notice of interest should include a brief description of your company and its capabilities as they relate to training systems and answers to the following specific questions. Please limit your response to no more than 5 pages. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 334111 (a small business must have 1,250 or less employees)? How many employees does your company have? Does your company have a website? If so, what is your company’s website address? Does your company have knowledge of USN EW Training capabilities? Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance. Does your company have experience in development of systems for training military personnel? Does your company have the necessary organization, experience, accounting and operational controls, and technical skills in systems engineering, hardware procurement, software development, installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites? Please describe your company’s historical experience completing work related to military training systems. Given the information defined herein, does your company plan to submit a proposal in response to any potential future solicitation? Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.
