The Naval Sea Systems Command (NAVSEA) intends to increase the contract ceiling for repair, maintenance, and modernization work for Continuous Maintenance (CM) and Emergent Maintenance (EM) availabilities authorized under Lot 1 (Complex) and Lot 2 (Non-Complex) of the Northwest Regional Maintenance Center (NWRMC) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts (MAC). NAVSEA competitively awarded six (6) IDIQ-MAC contracts on 31 MAY 18 under solicitation N00024-17-R-4434 for repair, maintenance, and modernization requirements of non-nuclear U.S. Navy surface ships homeported in and visiting Everett, WA. The IDIQ contracts were awarded as follows: N00024-18-D-4412 (General Dynamics NASSCO), N00024-18-D-4413 (Pacific Ship Repair & Fabrication), N00024-18-D-4414 (Vigor Marine), N00024-18-D-4415 (Delphinus Engineering), N00024-18-D-4416 (Propulsion Controls Engineering), and N00024-18-D-4417 (Tecnico). NAVSEA intends to adjust the ceiling for the final Ordering Period of the NWRMC IDIQ-MAC to reflect a cumulative Ordering Period 4 ceiling of $40,242,305 across all Lot 1 and Lot 2 contracts. This will provide NWRMC with sufficient coverage to continue utilizing the IDIQ-MAC vehicle for CM/EM requirements forecasted within the competitively awarded period of performance of the IDIQ-MAC (PoP ending 31 MAY 23). In accordance with FAR 6.302-1(a)(2)(ii)(B), this requirement will be procured without full and open competition to prevent unacceptable delays in fulfilling the agency’s requirement.
