Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Sonalysts, Inc. for Operational Analysis, and software development of the Submarine Operational Vulnerability Analysis Tool (SOVAT) in support of the SSN/SSGN Survivability Program. Sonalysts, is the only contractor with the requisite knowledge and expertise to provide the highly specialized support to meet the Navy's requirement without significant risk to the Navy. Therefore, it is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Governments requirements within the requisite schedule.
