SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a sole source Request for Proposal to Lockheed Martin of Syracuse, NY for the procurement of Advance Offboard Electronic Warfare (AOEW) Low-Rate Initial Production with options for Design Agent engineering support labor. The anticipated RFP will include a base year and 1 option year with firm-fixed-price line items for AOEW Active Mission Payloads (AMPs), cost-plus-fixed-fee line items for engineering support labor, and cost-only line items for travel and incidentals in support of the engineering labor. AOEW provides long-endurance, off-board countermeasures for use in next generation coordinated electronic warfare (EW) missions against current and future Anti-Ship Missile (ASM) threats. AOEW provides a long-duration EW AMP for integration with a flight vehicle. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to competre this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
