The Naval Sea Systems Command (NAVSEA) intends to award a Basic Ordering Agreement (BOA) to BAE Systems Land and Armaments L.P. of Minneapolis, MN without providing for full and open competition. Individual orders may be issued under this BOA to cover the provision of spare parts and engineering support for the MK 110 57mm Gun Mount. The proposed BOA is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. This notice of intent is not a request for proposals; however, interested parties may identify their interest and capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to solicit from more than one source is solely within the discretion of the Government. This is a Request for Information (RFI) as defined in FAR 15.201(e). The Department of the Navy, Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems 3C (PEO IWS 3C) is requesting information regarding industry’s current capabilities and related experience in support of the 57mm MK 110 MOD 0 Gun Mount (MK 110) program. The MK 110 is a multi-purpose, medium caliber gun with a range of nine miles and a maximum firing rate of 220 rounds per minute. The gun mount includes a 120 round automatic loader drum. The gun is normally operated by remote control from the fire control system (FCS) by one operator but can be controlled locally in the gun mount. The Government seeks to identify any potential sources, to include small business participation, that possess the capability to provide one or more of the following requirements: MK 110 production; engineering, logistics, maintenance and overhaul support; ordnance alterations; and/or procurement of components and spares. The small business size standard for NAICS 332994 is 1,000 employees. Responding to this Notice: Interested parties shall submit a capability statement that describes relevant experience and/or capability in support of one or more of the following requirements: MK 110 production, inclusive of the 57mm gun, ammunition hoist, power distribution panels, muzzle velocity radar, barrel-mounted television camera and a ruggedized laptop computer gun control panel.
