In accordance with FAR 15.201, the Naval Sea Systems Command (NAVSEA) is conducting a second round of market research to determine industry capability and interest in performing the Chief of Naval Operations (CNO) FY24 Extended Docking Selected Restricted Availability (EDSRA) of USS PORTER (DDG 78) under a Coast-wide (East & Gulf Coast) solicitation. Based on the Government’s analysis, the USS PORTER’s (DDG 78) FY24 EDSRA would typically require 475 days to complete. However, the large number of docking availabilities scheduled in FY23 and FY24 are challenging the Government’s ability to complete the USS PORTER’s (DDG 78) requirements within this duration in a timely manner. Therefore, the Government intends to provide up to 750 days of schedule flexibility to sources that can perform USS PORTER’s (DDG 78) dry-dock and pier-side maintenance, repair, and alterations. The revised contract Period of Performance (PoP) for the USS PORTER’s (DDG 78) FY24 EDSRA is anticipated to begin on 08 January 2024 (subject to change) and extend for up to 750 days thereafter. The Government has provided an outline of some of the work anticipated to be completed under the expected FY24 EDSRA as an enclosure to this sources sought document (see Enclosure (1)). The anticipated contract type will be firm-fixed price. The anticipated RFP release date is on or around September 2022 (subject to change). In addition to determining small business capability and interest, the principle purpose of this announcement is to obtain industry feedback on how the Government can maximize competition and minimize risk in execution of the FY24 EDSRA. NOTE - NAVSEA intends to hold a virtual Industry Day concurrent with this market research to elaborate on the contemplated USS PORTER’s FY24 EDSRA acquisition strategy. What/Where to Submit: I. How many employees does your company have? Does your company have a website? If so, what is your company’s website address? Does your company have access to a drydock and pier capable of berthing USS PORTER (DDG 78)? Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)? In addition to the previous question, please answer the following sub-questions: a. Does your company plan on obtaining a NAVSEA Master Ship Repair Agreement (MSRA)? b. Does your company plan to obtain a NAVSEA Agreement for Boat Repair (ABR)? 7. Given the complexity of the work described in this announcement, including Enclosure (1), please describe your company’s historical experience completing work on similar systems at a similar complexity on the critical systems outlined in Enclosure (1), or briefly describe how your company would be capable of meeting these requirements as of contract award. III. Given the constraints surrounding this CNO availability, the Government is particularly interested in facilitating industry ingenuity to maximize competition and minimize risk. Therefore, the Navy intends to provide industry maximum flexibility to propose the availability’s milestones and key events so long as they fit within the maximum 750 day PoP window. The goal of this announcement is to solicit feedback and suggestions from industry on the details of the intended contract strategy for the FY24 DDG 78 EDSRA. For example: What unconventional flexibilities should the Government consider when soliciting the availability within the provided PoP? Ability to complete docking and pier-side portions in separate locations? Ability to execute the availability utilizing atypical schedule sequences (such as docking the vessel toward the end of PoP instead the beginning). Any other additional schedule/scope flexibilities the Government needs to consider? 2. Are there any proposal requirements or evaluation criteria the Navy should consider to maximize success within the context of this strategy? 3. Are there any processes (such as NAVSEA dry-dock certification) the Navy may need to expedite to maximize success within the context of this strategy? 4. Are there any other elements the Navy should consider to maximize success within the context of this strategy? The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-22-R-4489 for the execution of USS PORTER (DDG-78) FY23 Extended Docking Selected Restricted Availability (EDSRA). Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. USS PORTER (DDG-78) FY23 EDSRA will be approximately 17 months, scheduled to begin February 2023 and end July 2024. If the Navy issues a solicitation for these CNO Availabilities, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is repaired, mission-ready ships, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO Availability is expected to require a highly capable contractor with substantial human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for “short term” Availabilities (10 months or less) to the homeport, provided there is adequate competition. Given that this Availability will be greater than 10 months in duration, the Navy would compete the acquisition on a coast–wide basis (East and Gulf Coast), without limiting the place of performance to the ship’s homeport. The Navy would issue the solicitation electronically on www.sam.gov and interested parties must comply with that solicitation. Interested offerors are hereby encouraged to monitor www.sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the System for Award Management (SAM) to be eligible for award. This synopsis is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. The Government anticipates issuing a Firm-Fixed Price solicitation on or around 21 March 2022. In response to a resulting solicitation, all responsible sources may submit a proposal, which shall be considered by the Navy. The Government anticipates making a single award around October 2022.
