USS CHAFEE (DDG 90) and USS MOMSEN (DDG 92) FY23 Depot Modernization Period (DMP) The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-22-R-4410 for the execution of the FY23 USS CHAFEE (DDG 90) and the FY23 USS MOMSEN (DDG 92) DMPs. These availabilities includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. These availabilities are solicited on a coast-wide basis on the West Coast under a single solicitation, and a single contract to complete these availabilities is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). This solicitation is issued electronically via SAM.gov and interested parties must comply with this announcement. Interested offerors should monitor the SAM.gov page for the release of the solicitation and any applicable amendments, thereafter. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-22-R-4410 for the execution of the FY23 USS CHAFEE (DDG 90) and the FY23 USS MOMSEN (DDG 92) Depot Modernization Periods (DMPs). Upon a contractor’s completion of each of these Chief of Naval Operations (CNO) Availabilities, the ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. USS CHAFEE (DDG 90) FY23 DMP will be approximately 22 months, beginning in October 2022 and completing in August 2024. USS MOMSEN (DDG 92) FY23 DMP will be approximately 22 months, beginning in May 2023 and completing in February 2025. If the Navy issues a solicitation for these CNO Availabilities, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is repaired, mission-ready ships, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish these CNO Availabilities. These CNO Availabilities are expected to require a highly capable contractor with substantial human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization. These availabilities are expected to be solicited on a coast-wide basis on the West Coast under a single solicitation, and a single contract to complete these availabilities is expected to be awarded to one contractor. At this time, the Government intends to make the Naval Station San Diego Graving Dock as the named place of performance for the drydocking portions of the Availabilities for offerors proposing to perform within the San Diego homeport area. Offerors may propose to use either the Naval Station San Diego Graving Dock or an alternative NAVSEA certified dry-dock outside the San Diego homeport. The Navy would issue the solicitation electronically on www.sam.gov and interested parties must comply with that solicitation. The Government is seeking responses from sources that can perform dock and pier side maintenance, repair, and alterations included in the Depot Modernization Period (DMPs) Chief of Naval Operations (CNO) availabilities onboard the: USS CHAFEE (DDG 90) DMP: 10/03/2022 – 06/08/2024 USS MOMSEN (DDG 92) DMP: 05/22/2023 – 01/06/2025 USS CHUNG-HOON (DDG 93) DMP: 11/26/2023 – 11/11/2025 The Naval Sea Systems Command is interested in determining both small business capability and interest and overall capability and interest. Proposals for these CNO Availabilities are expected to be solicited on a coast-wide basis on the West Coast under a single solicitation, and a single contract to complete these availabilities is expected to be awarded to one contractor. The USS CHUNG-HOON (DDG 93) DMP may not be included within this solicitation; the Government is in the process of determining whether the USS CHUNG-HOON (DDG 93) DMP will be incorporated into this solicitation or included in a separate follow-on solicitation.
