Include any previous Government contracts awarded in the past 10 years, working or completed, detailing similar work requested per this Sources Sought Notice. Email Response Instruction: Email Subject: NAVSEA Component Repair Centers Sources Sought Response NAVSEA04X Send Email To: Cara Poole at cara.l.poole.civ@us.navy.mil WORK REQUIREMENTS: This announcement is seeking a contractor to work directly with the Navy to design, build/stand-up, operate and maintain two Component Repair Centers along with a new forge/foundry to provide the Navy with state of the art operations, machinery, robotics, and integrated IT systems with the existing Navy and Naval Shipyard IT systems. Included in the CRCs will be existing rotatable pool components from the four stipulated rotatable pools listed in the background section of this Sources Sought Notice. This includes, leveraging data that is used in the iForecast system along with the Advanced Industrial Management (AIM), Maritime Services Enterprise (MSE), and the Navy Maintenance Data (NMD) databases and creating new data models, testing data models, generating analyses/model outputs and publishing associated results. This may include, creating secure and portable data models for government integration into the iForecast or other SUBMEPP/NAVSEA applications, testing data models (such as for model performance, stability, and sensitivity), adhering to SUBMEPP/NAVSEA coding and data modelling standards, creating models in congruence with previous iForecast data models, publishing outputs from data models/analyses as required by SUBMEPP/NAVSEA, and leveraging comprehensive data science tools. The contractor must have experience in Navy material forecasting and have experience working with Navy material data with the ability to learn and integrate into the MSE and AIM data environments. The overall layout of the CRCs shall take into consideration Kaizen principles utilizing lean Six Sigma Standards for the latest in Computer Numerical Controlled equipment and maintenance cycles along with a mainframe tied directly into the navy forecasting and workload IT systems. BACKGROUND: Complex depot-level maintenance is conducted at all four Public Naval Shipyards (NSYs): Norfolk Naval, Portsmouth Naval, Puget Sound Naval & Intermediate Maintenance Facility, and Pearl Harbor Naval & Intermediate Maintenance Facility. They respectively employ a skilled workforce of over 37,089 individuals, performing maintenance and modernization work for Chief of Naval Operation (CNO) availabilities. Some reoccurring issues faced at the NSYs for overhauling components are hard to get parts/pieces, length of time to overhaul, complexity of overhaul, lack of vendor support, and premature failure of an item. Component rotatable pools were stood up to correct the schedule delays: Submarine Advanced Equipment Repair Program (AERP, PMS392), Trident Planned Equipment Repair program (TRIPER, PMS392), Carrier Planned Equipment Repair program (CARPER, PMS312), Corporate Component Repair Program (CCRP, PMS392), and Nimitz Aircraft Carrier Class (CVN68CL, PMS312) and Los Angeles Fast Attack Submarine Class (SSN688CL, PMS392) shafts. The concept for rotatable pools is to have refurbished material Ready For Issue (RFI) in “A” condition when needed to meet the demand signal. Similarly, Other Productive Work (OPW) lines were established at NSYs for refurbishment of all other components needed during a ship maintenance availability or to meet off-yard fleet demand. Because of ongoing NSYs resource constraints and schedule impacts caused by prioritization of workloads being shifted, the rotatable pools are challenged to meet schedule, quantity, and quality demands for planned CNO availabilities. OBJECTIVES: NAVSEA seeks a Contractor to develop a plan to stand up one or more Component Repair Centers (CRCs) that will house all component refurbishment work. Also to develop a plan to stand-up one forge/foundry to fabricate new components from the largest shafts to the smallest component. Key objectives for the Contractor are as follows: Enhance item readiness through implementation of strategic near-term and long-term actions Demonstrate a measurable impact on item throughput, based on improvements made by standing up the CRCs Implementation is expected to include: Site locations of CRCs with equipment layouts for optimizing work flow throughput for all OPW and rotatable pool items along with shipping and receiving and storage areas. Site location for the forge/foundry, preferably near one of the CRCs, for optimizing work flow, material laydown, shipping and receiving. Integrated Technology (IT) systems shall be part of the existing NSY IT systems. A comprehensive and robust maintenance plan will be developed to sustain the CRC facilities, the forge/foundry, and internal machinery along with incorporating the required Emergency Diesel Generator (EDG) for back-up electrical power. Expanded scope, accuracy, and responsiveness of item forecasting and planning Coordinated item readiness with integration into specific jobs and availabilities and casualty surge requests. This will be integrated into the existing forecasting processes. Standardized assembly lines for all the rotatable pool and OPW items with the ability to develop “hybrid” cross over assembly lines when workload demands require using intelligent automated mainframe processes tied to demand signal networks to control component throughput when needed. Develop processes needed to fabricate new shafts and components from ingots manufactured at the forge/foundry and any other component from the rotatable pool lists as needed. REQUIRED TASK OVERVIEW: Implementation actions are structured into four tasks: Task 1 – Document all rotatable pool and OPW items for East and West coasts NSYs with supporting resource demands: Document each NSY rotatable pool and OPW item throughput for the past 3 fiscal years, 2019 through 2021, to develop a throughput baseline. The item dataset will list all customers who received completed repairs during this timeframe. The optimized total resources required to maintain the maximum output will be identified. Any new items found to have a demand signal will also be considered along with new construction component shortages due to premature failure rates and also long lead material needed for fleet support for Non-nuclear and Nuclear systems. There will be a 20% buffer to be included above the total demand signal for future demand and casualties. Task 2 – Perform site surveys for location of new CRC(s) and forge/foundry: Develop a detailed design model of CRC facilities to support component refurbishment demands and for the foundry/forge. Consider new construction, abandoned commercial facilities, and government owned property/facilities. CRCs and forge/foundry are to be located at optimum locations to serve all NSYs and CRCs on the west coast and east coast. Modeling simulation to consider all existing transportation means available to ship items to and from the facility. When transporting shafts, optimize the use of existing railways. Production equipment and IT systems and equipment will be positioned in the facilities to optimize workload while ensuring availability of all rotatable pool and OPW items when needed. Modeling will provide all external work flow paths that will be used to and from NSYs and all internal work flows and lay down areas inside of the CRCs for all rotatable pools and OPW components/items along with required controlled environment storage areas for “A” conditions items. CRCs will have enough storage area to store those items that have a demand signal history big enough to warrant shelving at least one replacement item. For CVN68CL, the requirement is to have two sets of shafts for all four props (equals 24 shaft pieces). Backup power supplied by the appropriate sized Emergency Diesel Backup (EDG) electrical power supply will be included in the design for each facility with the appropriate sized Automatic Transfer Switches (ATS). At least fifteen percent minimum square footage of each CRC facility will need be Secret level for assembly, testing, and storage of classified components. Task 3 – Resource manning: Develop a detailed manning plan that includes normal operation at 80% capacity with the capability to meet surges up to 100% for unexpected casualty repairs or for deployed ship repairs. Task 4 - Change Management: Lead and manage change throughout the CRC(s) and supply base network through active leadership and coordination of all stakeholders.
