Agency: Department of the Navy Office: SUBMEPP, field activity of Naval Sea Systems Command (NAVSEA) Location: Building 86, Portsmouth Naval Shipyard, Kittery Maine INTRODUCTION: This is a sources sought announcement in accordance with FAR 15.201. SUBMEPP, a field activity of the Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in the development of an Intelligent Class Maintenance Plan (iCMP) that integrates the Submarine Maintenance Planning and Engineering Analysis process, producing, but not limited to, Submarine CMP System Health assessment (e.g. Health dashboards) and analyses. The development of assessing system health via dashboards and analyses, supports SUBMEPP moving towards a data analytics enabled organization that aligns with strategic initiatives associated with digital transformation. Additionally, SUBMEPP is looking for analysis of unplanned submarine nuclear work based on existing unplanned submarine non-nuclear work analysis. Additionally, in partnership with NAVSEA CVN PST, SUBMEPP is conducting market research to determine industry capability and interest in the development of an analytical Material Forecast for Aircraft Carriers based on the existing Material Forecast model for submarines and analysis of unplanned Carrier work based on existing unplanned submarine work analysis. The Government is seeking responses from sources that can provide these analyses within one year of award of a contract. INSTRUCTIONS TO INTERESTED PARTIES: Interested companies should submit, on company letterhead, a notice of interest including the company name, Commercial and Government Entity (CAGE) code, mailing address, place of performance, and an appropriate point of contact information. Responses must also identify if the company is a large or small business. All information in responses shall be unclassified. The response format shall be data files emailed White papers shall be limited to twelve pages with two additional pages for technical drawings. Acknowledgment of receipt of white papers will be made, but the white papers will not be returned. This includes, leveraging data science tools (such as Python, Tableau, or Microsoft Power BI), and creating new data models, testing data models , generating analyses/model outputs and publishing associated results. This may include, creating secure and portable data models for government integration into the iForecast or other SUBMEPP Applications, testing data models (such as for model performance, stability, and sensitivity) adhering to SUBMEPP coding and data modelling standards, creating models in congruence with previous iForecast data models, publishing outputs from data models/analyses as required by SUBMEPP, and leveraging comprehensive data science tools. The contractor must have experience in Navy material forecasting and have experience working with Navy material data. Requirements for the Contractor are as follows: For Navy CVN Maintenance Material Forecasting: Provide knowledge and expertise of the Navy Maintenance Planning and Execution Processes and the Navy Supply Chain. Perform Business Analysis and develop data logic to support expansion of material forecasting to Navy CVN maintenance Develop a robust data model for forecasting the Navy CVN material needs. The model shall be able to be easily integrated with the iForecast Application and existing NAVSUP and DLA supply transaction processes. Have firsthand knowledge of the Navy’s material data systems and experience drawing data from some systems Deliver iForecast Material Forecasting for CVNs within 12 months of task award. For All Contract Tasks: The vendor shall have familiarity with Navy Class Maintenance Planning, Navy execution work planning, Navy shipyard work execution, Navy material procurement processes and experience working with associated data systems Provide Data Engineering and Data Science support and data model development, with MS SQL Server and Data Science tools (i.e., Python) expertise. Provide sustainability planning by comprehensive documentation of all business processes, data environment/model logic, and work procedures/instructions. Generate outputs and publish results of developed analyses and data models as required by SUBMEPP Provide Staff that is cleared for Privileged Access into Navy IT systems and is Cyber Security Workforce (CSWF) compliance to allow access to data to start work within the system upon contract execution. This sources sought is intended to identify potential companies that can provide state of the art data analysis methodologies that integrate in with maintenance planning processes as part of a comprehensive process re-engineering and innovation approach to maintenance and material planning. White papers should address the submitter’s technical expertise and the technical approach of fulfilling each of the requirements below. CVN Maintenance Material Forecasting Aircraft Carrier (CVN) Maintenance and Material Planning (Intermediate and Depot Levels). Research, assess, evaluate, and document all maintenance planning, execution, and supply chain business processes within the CVN Maintenance domain. Develop and formalize an approach to link business process workflows to authoritative data sources to produce forecasts of future material requirements. Data collection and model architecture development and definition (CVN Classes): Develop, document and execute a process to collect data from authoritative sources. Architect requirements for the integration of collected data into the SUBMEPP Data Analytics environment. Data model development, testing, and outputs (CVN Classes): Develop forecasting data modelling within the current data analytics environment for CVN material requirements while maintaining SUBMEPP coding and data analytics standards and ensuring future compatibility with the production iForecast Application. Develop and execute plans for model optimization, testing, and output generation of new model functionality in the SUBMEPP Data Analytics Environment. Data Model Performance (CVN Classes): Material forecasting model performance will be optimized to balance the effectiveness and utilization of the forecast. Effectiveness is the ratio of material in scope for forecasting used for actual Navy maintenance to the material predicted by the forecast model. Utilization is the ratio of material in the forecast to in scope material for forecasting used for actual Navy maintenance. The model shall perform better than the existing CVN material forecasting processes. Stakeholder Management and Communications (CVN Classes): Provide support for communicating project status, resource requirements, and overall product documentation. Stakeholders for this effort range from working level team members within stakeholder organizations to senior leaders within the enterprise domain. Materials must be produced to support engagements at all levels. Sustainment Planning (CVN Classes): Design and document future processes and resource requirements to support sustainment, enhancement, and expansion of the functionality developed for maintenance material forecasting for CVN Class Aircraft Carriers. Develop roadmaps to ensure that programmatic growth and IT infrastructure remain in alignment; this shall include required workloads, skills, and abilities of personnel and IT tools that will augment future development. SUBMEPP Intelligent Class Maintenance Planning (iCMP) Submarine Class Maintenance Planning and Maintenance Planning and Engineering Analysis (MPEA): Perform complete Value Stream Analysis of Submarine Class Maintenance Planning processes including the Maintenance Planning and Engineering Analysis process. Identify workflows, decision points, data sources used, and inputs from, or outputs to, other processes (i.e., Work Packaging, Cost Engineering, Post Availability Autopsies), etc. This analysis would support the incorporation of several factors including but not limited to component failure rates, corrective maintenance, maintenance performed early, unplanned maintenance as contributors to an overall health assessment of a submarine maintenance plan. In conjunction with process owners and subject matter experts, develop action plans to implement selected improvements and support SUBMEPP in execution of developed action plans. Any process changes should not impact technical rigor essential for achieving safe and reliable submarine operations. Data collection and model architecture development and definition. Develop and document a process to collect relevant data from similar or new authoritative sources, execute the data collection process, and architect requirements for the integration of data into the SUBMEPP Data Analytics environment. Data Model development, testing, and outputs. Working with the Government Program Manager and Government Subject Matter Experts, design, optimize, test, execute and publish outputs of data models/analysis. Outputs include but are not limited to dashboards (e.g., SWLIN specific dashboards, heat maps), data visualizations, spreadsheets and to be made as required by SUBMEPP, to provide information to internal or external stakeholders. Identify innovation approaches to Submarine CMP and MPEA Business Processes. Assess business processes associated with CMP and MPEA. Prepare and facilitate workshop(s) with stakeholders. This shall include the development of workshop agendas, documentation, etc. Collect, review, and understand all applicable business process documentation associated with CMP and MPEA process. Submarine Nuclear Unplanned Work Analyses Development of Unplanned Work Analysis for Submarine Nuclear work requirements: Expand upon the VA Class EDSRA Unplanned Work Analysis (aka iForecast Work) and develop a similar analysis for Nuclear work requirements that provide analytical outputs to identify critical or high risk work items in availabilities that may be contributing to schedule execution performance, namely, delays to availability completion due to unplanned work, unavailable/non-provisioned material, and insufficient resource planning. This analysis identifies components which are both high risk and high probability that can be considered for future and ongoing availabilities. Business Process Assessment: Research, assess, evaluate, and document applicable business processes associated with creating an unplanned work analysis for submarine Nuclear systems. Data collection and model architecture development and definition. Develop and document a process to collect relevant data from similar or new authoritative sources, and architect requirements for the integration of data into the applicable Data Analytics environment. Work with stakeholders to determine common understanding of criticality factors. Data Model development, testing, and output. Working with the Project Lead for the business area and Subject Matter Experts, design and publish analysis in the form of a dashboard using data visualization software along with other visualizations as required to provide information to relevant stakeholders. Develop data modelling while maintaining SUBMEPP coding and data analytics standards and ensuring future compatibility with the production iForecast Application. Applicable to All Tasks At time of award and throughout contract duration, contractor personnel must meet and maintain the Cybersecurity Workforce qualification requirements in accordance with DoDD 8140.01, DoD 8570.01-M, SECNAV 5329.2, and their supporting issuances. Personnel requiring privileged access to accomplish tasks will have their Cybersecurity Workforce (CSWF) baseline certification prior to working on said tasks. Additional CSWF Operating System/ Computing Environment (OS/CE) requirements will be accomplished with in 180 calendar days from assignment to SUBMEPP’s CSWF program.
