The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Oceaneering International Inc. (OII), 7001 Dorsey Road, Hanover MD 31076, using other than full and open competition pursuant to 10 U.S.C. 3204(a)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The contemplated contract is to accomplish sustainment and modernization for the Navy’s Submarine Decompression System (SDS) which provides the Transfer Under Pressure (TUP) capability. TUP provides decompression mitigation efforts to rescued submariners to mitigate risk of decompression sickness and death following a Distressed Submarine (DISSUB) event. The contemplated contract will also support continued Surveillance Towed Array Sensor System (SURTASS-E) warfighting efforts to include Ship Interface Template Systems (SITS). The cost plus fixed fee level-of-effort contract will include modernization, development, operations support, technical/engineering support services, hardware support, maintenance and spare parts.. OII is the Original Equipment Manufacturer (OEM) of the SDS TUP system and no other source is capable of meeting the Government requirements for this procurement. [PCLCUCD(1] Work will be performed at a Hanover, MD. The proposed contract will have an anticipated period of performance, should all options be exercised, of five years beginning in Q3 FY 2023 and continuing through Q3 FY 2028. The period of performance encompasses one base year and four one year options. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days of publication of this synopsis will be considered by the Government. The entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
