The Naval Sea Systems Command (NAVSEA) intends to conduct other than full and open competition to place an order under Basic Ordering Agreement (BOA) N00024-19-G-5107 to Raytheon Integrated Defense Systems (IDS) located in Marlborough, Massachusetts. The awarded order will satisfy the following requirement of Kill Assessment System (KAS) Dry Air Back-Fit Kits. The order will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. Raytheon IDS is the only qualified source that possesses the in-depth technical expertise, knowledge, resources, and understanding of the AN/SPY-1 Transmitter group necessary to satisfy the Government’s requirements within the scope of the BOA and within the required schedule. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
