USS MUSTIN (DDG 89) FY21 DMP and USS SAN DIEGO (LPD 22) FY21 DSRA The Naval Sea Systems Command (NAVSEA) issues Solicitation No. N00024-21-R-4442 for the execution of the USS MUSTIN (DDG 89) FY21 DMP and USS SAN DIEGO (LPD 22) FY21 DSRA. These availabilities include a combination of maintenance, modernization, and repair, and will require highly capable contractors with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. These availabilities are competed on a coast-wide basis. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). The solicitation is issued electronically via beta.SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor the beta.SAM.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. The Naval Sea Systems Command (NAVSEA) intends to issue a single solicitation for the execution of two CNO availabilities: USS MUSTIN (DDG-91) Depot Maintenance Period (DMP) and USS SAN DIEGO (LPD-22) Docking Selected Restricted Availability, both planned for fiscal year 2021 (FY22): USS MUSTIN (DDG 89) FY21 DMP Availability will begin September 2021 with an expected completion in July 2023. USS SAN DIEGO (LPD 22) FY21 DSRA Availability period will begin September 2021 with an expected completion in December 2022. Upon completion of these Chief of Naval Operations (CNO) Availabilities, these ships shall be capable of carrying out their respective missions with reasonable expectations of maintaining satisfactory conditions of readiness until the next CNO-scheduled depot availabilities. If the Navy issues a solicitation for these CNO Availabilities, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract(s), like all other CNO-scheduled depot availabilities, will be supply contract(s). The supply that will be procured is each repaired, mission-ready ship, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing and quality assurance necessary to prepare for and accomplish these CNO Availabilities. These CNO Availabilities are expected to require highly capable contractor(s) with substantial human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair and modernization. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 7299a allows for the limitation of competition for “short term” Availabilities (10 months or less) to the homeport, provided there is adequate competition. Given that these availabilities will each be greater than 10 months in duration, the Navy would compete these acquisitions on a coast–wide basis, without limiting the place of performance to the ships’ homeport. The Navy would issue the solicitation electronically on www.beta.sam.gov and interested parties must comply with that solicitation. Interested offerors are hereby encouraged to monitor www.beta.sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the System for Award Management (SAM) to be eligible for award. This synopsis is hereby issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award contract(s). The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice.
