Administrative Update #1 The Navy plans to shift the availability start date up to four months after the date listed in the solicitation. A final decision on the exact date will be provided by the Navy no later than 18 February 2022. FY22 USS ROSS (DDG 71) Extended Dry-Docking Selected Restricted Availability (EDSRA) The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-22-R-4422 for the execution of the FY22 USS ROSS (DDG 71) EDSRA. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. This availability is solicited on a coast-wide basis on the East Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). This solicitation is issued electronically via SAM.gov and interested parties must comply with this announcement. Interested offerors should monitor the SAM.gov page for the release of the solicitation and any applicable amendments, thereafter. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of synopses and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. Proposals shall be submitted via the Solicitation module in the Procurement Integrated Enterprise Environment (PIEE). Offerors interested in submitting proposals must register at https://piee.eb.mil and ensure they have the Proposal Manager role assigned in order to submit a proposal in the system. This posting includes restricted attachments. The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the execution of the USS ROSS (DDG 71) Extended Docking Selected Restricted Availability (EDSRA), planned for Fiscal Year 2022 (FY22), scheduled to begin July 2022 and end November 2023. Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. If the Navy issues a solicitation for this CNO Availability, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO Availability is expected to require a highly capable contractor with substantial human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 7299a allows for the limitation of competition for “short term” Availabilities (10 months or less) to the homeport, provided there is adequate competition. Given that this Availability will be greater than 10 months in duration, the Navy would compete the acquisition on a coast–wide basis, without limiting the place of performance to the ship’s homeport. The Navy would issue the solicitation electronically on www.sam.gov and interested parties must comply with that solicitation. Interested offerors are hereby encouraged to monitor www.sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the System for Award Management (SAM) to be eligible for award. This synopsis is hereby issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. The Government anticipates issuing a Firm-Fixed Price solicitation on or around 28 September 2021. In response to a resulting solicitation, all responsible sources may submit proposal, which shall be considered by the Navy. The Government anticipates making a single award around May 2022.
