This attachment may be picked up at SWRMC or transmitted via DoD SAFE as multiple zipped files. --------------------------------------------- The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-21-R-4420 for the execution of the USS ESSEX (LHD 2) FY22 DSRA. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. This availability is competed on a coast-wide basis. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). The solicitation is issued electronically via SAM.gov and interested parties must comply with that announcement. Interested offerors should monitor the SAM.gov page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing the FY22 Docking Selected Restricted Availability (DSRA) Chief of Naval Operations (CNO) availability on the USS ESSEX (LHD 2) on a Coast-wide (West Coast) solicitation. The Naval Sea Systems Command is especially interested in determining small business capability and interest. The Government is seeking responses from sources that can perform dry dock and pier-side maintenance, repair, and alterations anticipated to be 5/9/22 – 8/25/23 (subject to change). The anticipated RFP release date is on or around 8/11/2021 (subject to change). The Government has provided an outline of some of the work anticipated to be completed under the expected FY22 DSRA as an enclosure to this sources sought document (see Enclosure (1)). The anticipated contract type will be firm-fixed price.
