The estimated period of performance for the contract will be 5-years. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 336612, Boat Building. Small Business Size Standard for this acquisition is 1,000 Employees. Product Service Code (PSC) applicable to this acquisition is 1940 – Small Craft. The Naval Sea Systems Command (NAVSEA) intends to award a sole source Firm Fixed Price (FFP) five (5) year Indefinite Delivery/Indefinite Quantity contract (IDIQ) to United States Marine, Incorporated (USMI) of Gulfport, MS for the construction of up to thirty-five (35) 11 meter (m) Naval Special Warfare (NSW) Rigid Inflatable Boats (RIBs). NSW requires RIBs capable of being dropped from a C-130 aircraft while in flight. This is a unique and critical requirement for the NSW community, which enables unique mission capabilities throughout the world. The Foreign Militaries and United States Coast Guard (USCG) requires these boats immediately to support their critical specialized mission. Currently, USMI is the only source of RIBs that has completed the three-step certification process to be dropped out of a C-130 plane: 1. Air Transport Test Loading Agency (ATTLA), Wright-Patterson Air Force Base: Evaluates all loads to be airlifted, either for transport or aerial delivery. Key parameters are weight, envelope, center of gravity, restraint system, and air worthiness. Primary focus is the safety of the airframe. (DESIGNING FOR INTERNAL AERIAL DELIVERY IN FIXED WING AIRCRAFT MIL-STD-1791 (USAF) & Loading Environment and Related Requirements for Platform Rigged Airdrop Materiel MIL-HDBK-669 (ARMY)) 2. Natick Soldier Systems Center (SSC) Aerial Delivery Engineering Support Team (ADEST), Natick, MA: Evaluates all loads for airdrop survivability, system operation, and personnel safety. Requires a simulated drop of the load from a height of 12.7 feet for survivability, proposed airdrop rigging plan, concept of operation, and three (3) certifying drops with the system and the load. (REQUIREMENTS FOR TIEDOWN, SUSPENSION AND EXTRACTION PROVISIONS ON MILITARY MATERIEL FOR AIRDROP MIL-STD-814D (DOD)) 3. Air Mobility Command (AMC): Provides final approval or disapproval of PTP and provides aircraft and crew for testing of the system. In addition, the supporting Maritime Craft Aerial Delivery System (MCADS) platform that supports the boat during airdrops is uniquely designed for USMI's RIB. There are no other RIBs available on the market that meet MCADS design requirements and are certified to drop out of the back of a C-130 plane. Up to twelve (12) boats of the total thirty-five (35) boats may be procured for the USCG with brand name specific commercial components. The requirements for USCG vessels specifies the following Brand Name commercial items: - Raymarine Radome 4kW 24” HD, E92143 (Brand Name), Navigation Radar, quantity one (1) per boat - Raymarine SS164 0 Degree, A80451 (Brand Name), Transducer (CP370, 0 Degree Element Tilt), quantity one (1) per boat - Raymarine RS150, E70310 (Brand Name), Global Navigation Satellite System (GNSS) Receiver, quantity one (1) per boat - Raymarine Axiom Pro 12 RVX, E70372 (Brand Name), Multi-Functional Display, quantity two (2) per boat - Raymarine i70S, E70327-S2 (Brand Name), Remote Information Display, quantity one (1) per boat - Raymarine EV-1, E70096 (Brand Name), Heading Sensor, quantity one (1) per boat - Raymarine AIS5000, E70529 (Brand Name), Transponder Bundle (Transponder, GPS antenna, Power/Control/RF Coax cables, Mounting Bracket, Junction Box, and Manual), quantity one (1) per boat - Raymarine MD70-RAY, A80590 (Brand Name), VHF Antenna, quantity one (1) per boat The below paragraphs describe the applicable justifications for each component or system and additional references, system descriptions, and boat interfaces: 1. Navigation System: A, B, C It has established logistics and is common with the current in service United States Coast Guard small boats 2. Automatic Identification System (AIS): A, B, C AIS interface with the Navigation Display and are critical components. Major attributes of form, fit, function, interface, weight, and/or material to achieve a specific performance of the system within which it is used, and the boat as a whole. The following descriptions may apply: 1. The item requires a form and fit in the boat’s design for installation, operation, or maintenance. 2. The item’s weight is of critical importance to the boat’s design. 3. The connection fittings required to incorporate the item into a system are necessary to incorporate or interface the specified item with the boat’s design. 4. Input power, capacity, and other operating requirements for the item have been selected based on requirements of the boat’s design. 5. Output power, capacity, and other performance parameters of the item have been selected based on requirements of the boat’s design. 6. The selected item is known to have low or no Electromagnetic Interference (EMI)/ Radio-Frequency Interference (RFI) with tactical communications equipment. There is no standard to which electronics can perform to that guarantees low or no EMI/RFI with the embarked tactical communications equipment. Compliance can only be determined through lab testing or on-boat installation testing B. The specified item is one with established logistic support. Logistic support includes, as applicable: maintenance planning and analysis; training and training support, including training equipment, curricula, and instruction materials; supply support; support equipment such as special tools and test equipment; technical documentation including technical manuals, Product Technical Description (PTD), Planned Maintenance System (PMS), Technical Repair Standards (TRS), and software documentation; computer resource support; facilities for maintenance and training; unique packaging, handling, storage, and transportation requirements; and human engineering considerations. C. The specified item has undergone testing for qualification/validation at the expense of the Government.
