PRESOLICITATION NOTICE / SYNOPSIS The Naval Sea Systems Command (NAVSEA) has a requirement for advance planning and execution of a Carrier Incremental Availability (rCIA) to run concurrently with the CVN 73 Refueling Complex Overhaul (RCOH). This rCIA will be placed on the existing CVN 73 RCOH contract, N00024-17-C-2105, under a new series of CLINs. The CVN 73 rCIA will encompass the advance planning, documentation, engineering, procurement, ship checks, fabrication and shipyard work to modernize CVN 73. The requirements will be solicited from Huntington Ingalls Incorporated, Newport News Shipbuilding, 4101 Washington Ave, Newport News, VA 23607. This requirement will be procured, without full and open competition, from the only qualified source capable of performing a CVN 73 rCIA concurrently with CVN 73 RCOH on a large deck nuclear-powered aircraft carrier.
