The Naval Sea Systems Command is hereby issuing a full and open competitive Request for Proposal (RFP) for the production of the MK 48 Heavyweight Torpedo Afterbody/Tailcone (AB/TC) and Warshot Fuel Tank Sections contract. The FINAL RFP (N00024-20-R-6419) and related attachments request shall be addressed to Ms. Raven Merchant, Contract Specialist, at e-mail raven.merchant@navy.mil and Ms. Renee’ Brooks, Contracting Officer at renee.brooks@navy.mil. The Contract Specialist will send the RFP and related attachments via a DoD SAFE link from the DoD SAFE application located at https://safe.apps.mil. It is the Government’s intent to provide an updated Technical Data Package (TDP) to the TDP previously provided to industry after the release of this FINAL RFP. Vendors wishing to have access to an electronic copy, via mailing compact discs (CDs), of the TDP may request it directly from the Government Points of Contact (POCs) listed at the end of this notice. No paper copies of the TDP will be issued. Contractors are required to be registered in the Central Contractor Registration (CCR) prior to receiving the TDP. Any items that are known to be in the process of changing will be summarized in a data sheet and a “draft” version of the updates may be provided with the TDP. The highest classification of the contents of the TDP is CONFIDENTIAL and interested vendors are required to complete and submit Non-Disclosure Agreements, DD254’s, and the “RFP Classified Material Request Form” that is attached to this pre-solicitation notice. The Government will mail one set of two media (CDs) separately: one (1) CD containing unclassified documents and one (1) CD containing CONFIDENTIAL information. The Government will mail one set of decryption keys to the two media CDs in a separate correspondence. Only one copy of the media set (2 CDs) and decryption keys per TDP will be distributed per company. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain an Offeror’s mailing list. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of contract award; however, all Offerors must be able to receive classified portions of the solicitation up to the SECRET level and must be a United States (US) company or an independent US subsidiary during the procurement. However, foreign contractors may act as subcontractors to U.S. prime contractors. Access to the unclassified information involved in this TDP does not imply that foreign contractors can fully participate in this procurement. If your company intends to propose as a prime contractor, please email the Government POCs listed at the end of this notice immediately. No further information can be released until a favorable foreign disclosure decision is processed. If your company decides to team with a U.S. prime contractor, the export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act (AECA), 22 U.S.C. 2778-2780, and the International Traffic in Arms Regulations (ITAR), 22 CFR Parts 120-130, and requires the issuance of an export license by the U.S. Department of State. Publishing this solicitation notice and making available the TDP does not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to release a formal competitive RFP or award a contract.
