The Naval Sea Systems Command (NAVSEA) intends to issue a modification to Oceaneering International, Inc. under contract number N00024-18-C-6413 for Dry Deck Shelter (DDS) maintenance and repair. This effort supports field change development and production, including planning, long lead material procurement, production work, and testing for each DDS. The additional effort is estimated at approximately $47 million, to be awarded around November 2020. The contract modification will be issued pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Oceaneering International, Inc. is the only source that can meet the Navy's requirement without causing unacceptable delays. Work is subject to the Deep Submergence Systems Scope of Certification (DSS SOC) and SUBSAFE certifications, and is currently being performed in Chesapeake, VA. This notice is not a request for proposals. However, interested parties may submit a capability statement demonstrating their ability to meet the required level of technical expertise associated with Dry Deck Shelter field change development and production, as well as the ability to fulfill the mandatory DSS-SOC qualification requirement as defined by NAVSEA Instruction 4855.34 Rev C, dated 26 Decmber 2017, and NAVSEA Notice 5000 of 25 January 2019. All expressions of interest received within fifteen days after the date of publication of this synopsis will be considered by the Government. The Government will not reimburse any information or administrative costs incurred to submit a response to this synopsis. All costs associated with responding to this synopsis are solely at the responding party's expense.
