The Naval Sea Systems Command intends to issue a sole source solicitation numbered N00024-20-R-6105, for a hybrid Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract, to procure Software as a Service (SaaS) for the Model Based Product Support (MBPS) Information Technology (IT) program. The procurement includes cloud hosting, software, and supporting services. Specifically, the contractor will provide SaaS capabilities for development, test, and production cloud hosting environments; software deployment; cyber security compliance; and helpdesk. The procurement will include SaaS for the following user quantities: 750-1,500 in FY20 and FY21; 1,500-3,000 in FY22; and 3,000-15,000 in FY23 and FY24; and the ability to increase user quantities where appropriate. Additionally, the proposed contract will include approximately 100,000 man-hours of engineering and technical support. MBPS is a Business System Category (BCAT) II Program of Record (PoR) and is a critical part of the United States Navy’s overall Digital Transformation. MBPS provides the capability to develop, manage and deliver accurate, integrated, and modern technical data necessary to keep Naval Weapon systems at their required readiness levels. MBPS replaces 20+ Legacy IT systems utilized by the Navy enterprise for mission critical Weapon System operations. The period of performance for this effort is five (5) years, one (1) base year and (4) option years, from FY20 through FY24. This requirement will be solicited sole source from Parametric Technology Corporation (PTC) in Needham, MA. PTC is the only source with the requisite SaaS capabilities and resources to meet the Government’s needs in a timely manner.
