The Naval Sea Systems Command (NAVSEA) intends to extend the services of the awarded Cost-Plus-Fixed-Fee (CPFF) delivery order N00024-21-F-5526 under Dual Band Radar (DBR) Basic Order Agreement (BOA) N00024-18-G-5501 between the United States Navy and Raytheon, Co., Missiles and Defense of Tewksbury, MA for procurement, on a sole-source basis, for continued DBR engineering services in support of Web-Based System Trouble Report (WSTR) resolution. The contemplated order modification will extend the requirement for the modification, testing, and validation for new software build coding to the existing DBR software baseline through the integration, testing and preparation efforts for deployment of the CVN 78 and DDG 1000 Class Ships. This BOA order is a follow-on for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii). Raytheon is the only company with the requisite expertise, knowledge, experience and facilities necessary to meet these requirements without unacceptable delays. Companies interested in subcontracting opportunities should contact Raytheon Company directly. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or to submit proposals. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
