SOLICITATION: The purpose of this update is to release the official request for proposal N00024-20-R-5500 for FY21-25 AN/SPY-6(V) Hardware Production & Sustainment. IMPORTANT: It is anticipated a copy of the Attachment J-2 Technical Data Package (TDP) and items identified in Attachment J-3 Government Furnished Information (GFI) will be required for an Offeror to provide an acceptable proposal. Requests for a copy of the Attachment J-2 TDP and items identified in Attachment J-3 GFI shall be sent via electronic mail, within twenty (20) calendar days after issuance of this solicitation, to the Contracting Officer and designated Contract Specialist using the forms attached as Attachment JS-1 and JS-2. In addition to submission of Attachments JS-1 and JS-2 Offerors will also need to submit BOTH signed Terms of Use Agreements under Attachments JS-3A and JS-3B. To obtain a copy of Attachment J-2 TDP and Attachment J-3 GFI all required forms must include all requested information. Solicitation Attachments JS-07, J-10, J-11, J-15, J-16, and J-19 along with Exhibit A CDRLs will be provided as with the information contained in Attachment J-03. Offerors must submit UPDATED GFI requests under Attachments JS-1 and JS-2 as well as UPDATED Terms of Use Agreements under Attachments JS-3A and JS-3B, even if Offers had previously submitted GFI requests and Terms of Use Agreements in response to the N00024-20-R-5500 RFI and draft solicitations. 5/29/2020: The purpose of this update is to provide the Government responses to the questions received in regards to the AN/SPY-6(V) HP&S solicitation N00024-20-R-5500. Additional questions have been submitted and Government responses to those additional questions will be posted at a later date. 6/02/2020: The purpose of this update is to post Solicitation Amendment 0001. This amendment extends the response date from 24 June 2020 to 24 July 2020. 6/5/2020: The purpose of this update is to post Solicitation Amendment 0002 and the responses to the remaining questions received in regards to AN/SPY-6(V) HP&S solicitation N00024-20-R-5500. The remaining questions and answers are highlighted in the Q&A attachment dated today (6/5/2020). The purpose of this update is to post questions and answers (Q&A) and a DD254 in response to the two (2) DRAFT solicitations that were posted for the AN/SPY-6 Production and Sustainment. Please provide the PCO and Contract Specialist with a response indicating whether the anticipated changes to the solicitation as discussed in the Q&A attachment increases or decreases your likelihood to bid on this effort. The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for FY21-25 AN/SPY-6 Radar Hardware Production and Sustainment. NAVSEA intends to award up to two (2) fixed-price type contracts, a Leader and a Challenger, but reserves the right to award to just one offeror. In addition to hardware production, the Leader scope includes the hardware sustainment for fielded AN/SPY-6 systems. The updates to the DRAFT solicitation are based on feedback received against the initial DRAFT solicitation posted September 6, 2019. The updated DRAFT solicitation is included as an attachment to this synopsis. The Government is particularly interested in whether the updated DRAFT solicitation enables or challenges potential offeror’s bidding approach. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be no classified attachments for the solicitation phase. Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided in a library (referred to as the "Bidder's Library"), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access. NSERC ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library.
