The Naval Sea Systems Command (NAVSEA) intends to conduct other than full and open competition to issue a Basic Ordering Agreement (BOA) to General Dynamics Ordnance and Tactical Systems (GD-OTS) located in Williston, VT to support supplemental requirements related to the MK82 Director and MK200 Director Control (MK 82/200) production program. Orders may be issued to procure hardware (spares, ORDALT kits, or other modifications), engineering products for the evaluation of engineering change proposals, preparation and proofing of ORDALT kits, engineering and logistical studies, the modification and upkeep of shipping equipment, provisioning technical products for new construction DDG 51 Class ships, and technical manual maintenance. In addition to shipboard requirements, this BOA will also support equipment requirements at Aegis land-based test sites. This BOA and subsequent BOA orders will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. GD-OTS is the only qualified source that possesses the in-depth technical expertise, knowledge, resources and understanding of the system functionality necessary to satisfy the Government’s requirements within the scope of the BOA and within the required schedule. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government – the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed BOA action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
