This amendment incorporates an updated Section C, incorporates Errata #5 into the J-1 work package, and issues an updated J-4, Pricing Workbook. In addition, the Government is issuing responses to bidder questions. All of the documents pertinent to this amendment, A0001, are included in the zipped file, N00024.20.R.4405_A0001. The proposal submission deadline has not been extended. _______________________________________________________________________________ The Naval Sea Systems Command (NAVSEA) is issuing solicitation N00024-20-R-4405 for the execution of the FY21 USS COMSTOCK (LSD 45) Docking Selected Restricted Availability (DSRA). Interested Offerors should monitor the beta.SAM.gov page for the release of the any applicable amendments to this solicitation. This Request for Proposals (RFP) posting includes restricted attachments. Potential Offerors will need to request access to Attachment J-1 (Specification Package No. TPPC-LSD45-SWRMC21-CN01), inclusive of Erratas #1 through #4, Attachment J-3 (USS COMSTOCK Milestones), Attachment J-4 (USS COMSTOCK Milestones Pricing Workbook), and Attachment J-9 (Compartment Closeout). In order to receive access to Attachment J-2 (Work Item Plans, Drawings and Other References), provide a written request to the Contract Specialist, Shalonda Crumity, at shalonda.crumity@navy.mil with a copy to the Contracting Officer, Erica E. Fetter at erica.fetter@navy.mil. Include your company's DUNS number with the request so that contractor status can be confirmed in the System for Award Management located at (https://www.sam.gov/SAM/). This attachment will be transmitted via DoD SAFE as multiple zipped files. In addition, there are references that contain limiting distribution statements and will not be disseminated from the Contract Specialist. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-20-R-4405 for the execution of the FY21 USS COMSTOCK (LSD 45) Docking Selected Restricted Availability (DSRA). Upon completion of this CNO Availability, the ship shall be capable of carrying out its respective missions with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot availability. This solicitation will be in accordance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) guidance for acquisition. The anticipated contract, like all other CNO-scheduled depot availabilities, is a supply contract. The supply that will be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing and quality assurance necessary to prepare for and accomplish this accomplish the FY21 USS COMSTOCK (LSD 45) DSRA. Like all other CNO availabilities is considered a supply contract and the Navy will procure fully repaired, modernized, and mission-ready vessels that will be returned to service with the Fleet. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. Given that this CNO availability will be greater than 10 months in duration, the Navy would compete the acquisition on a coast–wide basis, without limiting the place of performance to the ship’s homeport. The Navy will issue the solicitation electronically on www.beta.sam.gov and interested parties must comply with that solicitation. Interested offerors are hereby encouraged to monitor www.beta.sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the System for Award Management (SAM) at https://www.sam.gov in order to participate in this procurement. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. This synopsis is hereby issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. The Government anticipates issuing a Firm-Fixed Price solicitation in May 2020. In response to a resulting solicitation, all responsible sources may submit proposal, which shall be considered by the Navy.
