The purpose of this update is to provide AMENDMENT 0005 to N00024-20-R-4112 which incorporates the following updates. Update Section L: Paragraph 2.2.2 Update the Pre-Proposal Information-Respones-Amendment 0004 **Verification that the requestor is a bona fide U.S. Department of Defense (DoD) contractor familiar with the procedures to handle technical data packages that may include limited distribution information. Evidence in the form of a fully executed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT), signed by both the US and Canadian representative, will be required prior to receipt. ** Will be provided by https://safe.apps.mil/ to recipients that have a DD 2345 on file. Offerors are notified that the Naval Sea Systems Command (NAVSEA) is hereby issuing a competitive Request for Proposal (RFP). The Procurement requirement will include preliminary design and basic technology de-risking; detailed design; first unit manufacture and recurring factory test; non-recurring first article qualification testing and Environmental Qualification Testing (EQT); associated engineering services for additional related technology studies and to support Navy test site integration and in-service operation and maintenance; Low Rate Initial Production (LRIP) options that are stepladder priced; and Provisioned Item Order (PIO). Information regarding this requirement was previously posted under pre-solicitation “Multi-Application Shipboard Energy Magazine Requirements Development- Pre-solicitation Notice” with the related notice to N00024-19-R-4112. The Section J Attachments, controlled unclassified information (CUI) technical information, and Government Furnished Information, will be provided as a large zip file (>231Mb) via DoD safe (https://safe.apps.mil). The following will be provided: Section J Attachments (18 files), Exhibits/CDRLs (2 files), Bidders Library: Data Item Description (73 files), GFI/Other (10 files), References (8 files), and Specs/Standards/Manuals (77 files). To receive this unclassified controlled technical information, an Offeror must possess a certification through the United States/Canada Joint Certification Program. To obtain certification for receipt of the technical documents, a U.S. Offeror must submit a completed DD Form 2345 to the U.S./Canada Joint Certification Office. Canadian Offerors may submit a completed DD Form 2345 for certification. In addition, a copy of the company's State/Provincial Business License, Incorporation Certificate, sales Tax Identification Form or other documentation, which verifies the legitimacy of the company, must accompany all DD Form 2345s. Additional information on the Joint Certification Program and a checklist for completion of the DD Form 2345 is available at the following website: www.dla.mil/HQ/LogisticsOperations/Services/JCP/. Offerors are encouraged to apply for certification as early as possible in order for processing and receipt of information. This will allow sufficient time to prepare a proposal before solicitation closing. Controlled unclassified technical information will only be provided to the requestor listed and identified on the DD Form 2345 as the Data Custodian. The controlled unclassified information (CUI) will be provide upon request as a .zip file via a secure Government website DoD SAFE. Note 1: Potential Offerors who have already provided the DD Form 2345 under the pre-solicitation announcement do not need to submit another request, unless the requestor was not the listed and identified Data Custodian on the DD Form 2345. The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competition solicitation for the development, qualification, and delivery of the Shipboard Energy Magazine for use in power systems applicable to naval warships, and the associated production shipsets required. The Energy Magazine consists of power electronics, energy storage media, and controls combined together into one or multiple cabinets to enable directed energy weapons, electronic warfare, and sensors to meet shipboard distribution system requirements while allowing multifunctional use of the energy storage assets. The Energy Magazine is a common, modular, scalable intermediate power system that could be used across multiple mission systems and ship installations. The Energy Magazine is a ship power “reloadable” magazine for multiple directed energy engagements that eliminates unique energy storage and power conditioning requirements for individual directed energy systems. The Energy Magazine provides stable backup power functionality and leads to reduction of uninterruptable power supplies (UPS). This announcement is a follow-on to the Request for Information (RFI) posted under solicitation number N00024-19-R-4112 on 2 January 2019. Previous market research was conducted via a Sources Sought notice (N00024-19-R-4112) and the small business office concurred with the decision to not set aside the subject procurement. Based on the fidelity of the responses received, the Navy has determined sufficient information has been presented in the RFI responses to proceed with acquisition planning and no industry one-on-ones are necessary. Verification that the requestor is a bona fide U.S. Department of Defense (DoD) contractor familiar with the procedures to handle technical data packages that may include limited distribution information. Evidence in the form of a fully executed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) will be required prior to receipt.
