NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Description The Naval Sea Systems Command intends to award contract modifications, on a sole source basis, to Austal USA, LLC, Bollinger Shipyards Lockport, L.L.C, Marinette Marine Corporation, Gibbs & Cox, Inc., Huntington Ingalls Incorporated, and Lockheed Martin Corporation in accordance with FAR 6.302-1, for a continuation of design studies on the Large Unmanned Surface Vessel (LUSV) Conceptual Design contracts (N0002420C6315, N0002420C6316, N0002420C6317, N0002420C6318, N00024-20-C-6319, and N0002420C6320). Anticipated award date April 2022. The scope of the requirement will include special studies, design maturation, and analyses and reviews of design alternatives in support of the LUSV program. As the prime contractors for the LUSV Studies contracts, they possess the ability to provide the required continuity of LUSV design study efforts, without causing unacceptable delays in fulfilling the Navy’s needs. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, supplies or services required by the agency are available from only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements to support the Fleet.
