The Naval Sea Systems Command (NAVSEA) intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Northrop Grumman Systems Corporation (NGSC) in Charlottesville, VA using other than full and open competition pursuant to 10 U.S.C. 2304 (c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The anticipated IDIQ contract shall cover FY2020-FY2024 AN/BPS-16 production requirements (1 base + 4 option years). The Government anticipates production requirements for an estimated fifty-seven (57) AN/BPS-16 RADAR System, Modernization kits, OBRP kits, associated Spares and Engineering Services as well as Engineering Services associated with VMS and ECDIS-N. NGSC is the original designer, developer, and sole producer of the AN/BPS-16 RADAR Systems and VMS ECDIS-N. As the sole producer, NGSC owns the technical data to critical system components for AN/BPS-16 RADAR systems and VMS. It is the only company that possesses the rights to the design of critical system components and expertise necessary to provide the supplies within the time required to meet the Navy's requirements. No other source has the technical qualifications and the resources required to perform the work described herein. This notice is not a request for competitive proposals. Responses to this notice must be received by 15:00 EST on 1 April 2019. Responses shall be submitted via e-mail to troy.mcgowan@navy.mil and reference solicitation number N00024-19-R-6203. This notice serves to document the award to Northrop Grumman Mission Systems, Charlottesville, VA of a $16,055,006 Indefinite Delivery Indefinite Quantity (IDIQ) cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) delivery order for engineering and technical services for the design, development, testing, integration, and system support of the AN/BPS-16(V)5 RADAR System on 12 December 2019. The IDIQ ordering vehicle includes options which, if exercised, would bring the cumulative value of this contract to $83,253,974. This contract was procured other than full and open competition per 10 U.S.C. 2304(c)(1).
