The Naval Sea Systems Command (NAVSEA) intends to issue, on a sole source basis, a Request for Proposal (RFP) to Huntington Ingalls Incorporated (HII), P.O. Box 7003, Pascagoula, MS 39568, for the accomplishment of Planning Yard (PY) support of CG-47 TICONDEROGA-class and DD-963 SPRUANCE-class ships. These efforts include, but are not limited to: - Planning Yard technical and engineering support as delineated in the Navy Modernization Program Management Oversight Manual NAVSEA SL720-AA-MAN-030 Revision 3; - Alteration design and planning, systems platform integration, logistics and configuration management support; - CNO availability planning and execution support, including availability duration analysis; - PIO Material procurement; and - On-site technical support, and modernization and repair support. The contract will be awarded pursuant to statutory authority of 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated contract award date will be in Q4 FY19 and the period of performance will consist of a base year and four option years. HII, as the lead design agent and shipbuilder for the CG-47 Class, has extensive experience in designing and building CG-47 Class ships beginning in 1978 with the CG design and construction contract. HII has performed the in service planning yard functions defined in the Navy Modernization Process Management and Operations Manual (NMP MOM) under its current contract and past contracts since 1988. HII is the only responsible source that can perform PY support efforts within the required program schedules without significantly higher, non-recoverable costs and without experiencing unacceptable delays. Transfer of the delivery of modernization support material and installation support products to another provider would result in significant non-recoverable costs and schedule delays. This notice is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact HII directly. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract is solely within the discretion of the Government. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis.
