This is a synopsis of a proposed contract action in accordance with FAR 5.2. This is associated with previously posted Sources Sought announcement under Notice ID “AN_BYG-1_Applications.” The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract to General Dynamics Mission Systems (GDMS) located in Fairfax, VA to deliver an AN/BYG-1 (United States Navy Submarine Combat Control System) Technology Insertion (TI) 2024 (TI24) production build no later than 4QFY2026 (software on deck scheduled for 08 July 2026) to support Submarine Warfare Federated Tactical System (SWFTS) integration and installation on a submarine platform. These requirements include support and future combat systems delivery to international partners through Foreign Military Sales (FMS). GDMS is the prime contractor for AN/BYG-1 and Tactical Control System (TCS) Design, Integration, Test and Delivery under contract N00024-19-C-6407. The requirements described in this notice will be procured from GDMS on a sole source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented under FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis, will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only.
