NOTICE: The proposed contract action is for supplies or services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. DESCRIPTION: The Naval Sea Systems Command (NAVSEA) intends to solicit, on a sole source basis, The Boeing Company (Boeing), located at Huntington Beach, CA, for the procurement of continued engineering and technical support for the Extra Large Unmanned Underwater Vehicle (XLUUV) under contract N00024-17-C-6307. The scope of the requirements will include continued engineering and technical support of system design, testing and delivery under the current contract. As the prime contractor, design agent, and original equipment manufacturer (OEM) for XLUUV, The Boeing Company is the only known source capable of providing the required engineering and technical support to the Navy in the period required to support XLUUV system design, testing, and delivery to the Fleet. The statutory authority for the sole source is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other types of supplies or services will satisfy agency requirements to support the Fleet. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
